From August 15, 2023, license plates will be issued and managed according to the vehicle owner's identification code. That is, the license plate follows the owner, not the vehicle. Therefore, when selling a vehicle, the owner must retain the vehicle registration certificate and license plate and submit them to the vehicle registration agency for revocation procedures.

For vehicles registered with 5-digit license plates from August 15, 2023 that have not completed the revocation procedure, that license plate will be determined as the vehicle owner's identification license plate. Vehicles registered with 3 or 4-digit license plates will continue to be allowed to participate in traffic.

If the vehicle owner needs to issue a new identification number plate or carry out procedures for issuing and changing vehicle registration certificates, issuing and changing vehicle number plates, reissuing vehicle registration certificates, reissuing vehicle number plates, registering a name change, or moving the vehicle, the 3- or 4-digit plate will be revoked and a new identification number plate will be issued.

According to regulations, there is no limit to the number of identification plates of citizens. A person can own many car and motorbike license plates at the same time. Each license plate is attached to one vehicle. In case the vehicle expires, is damaged or changes ownership, the owner's identification plate will be revoked by the vehicle registration agency; it will be reissued when the owner registers another vehicle under his/her ownership.

The identification number plate is retained for the vehicle owner for 5 years from the date of revocation. If the vehicle owner fails to register after this period, the identification number plate will be transferred to the license plate warehouse for registration and issuance to other organizations and individuals according to regulations.

Circular 24/2023/TT-BCA stipulates that vehicle license plates are managed by vehicle owners who are Vietnamese citizens by personal identification number; foreign individuals by foreign identification number, permanent residence card number, temporary residence card number. For organizations by the organization's electronic identification code, tax code or establishment decision.

Thanks to the police force's good preparation and training for police officers at the commune, ward and town levels who are assigned to register vehicles in districts and cities in the province on the circular regulating vehicle registration procedures, helping officers and soldiers in charge of vehicle registration to grasp the regulations and procedures for granting, re-issuing and revoking registration certificates and license plates of road motor vehicles; proficiently use the software for registration and management of road motor vehicles in accordance with the provisions of Circular 24/2023/TT-BCA, Circular 25/2023/TT-BCA and other legal provisions related to vehicle registration.

“On the first day of implementing the circulars of the Ministry of Public Security regulating the issuance and revocation of registration and license plates of motor vehicles officially taking effect, the procedures were carried out quickly for the people,” said Lieutenant Colonel Pham Minh Phuong.

According to regulations, in cases where organizations and individuals have vehicles that violate administrative regulations on traffic order and safety, if they have not yet completed the administrative penalty, the vehicle registration will not be processed.

“In addition, currently, vehicle license plates are issued and managed according to the vehicle owner's identification code, so in cases of buying, selling, or transferring vehicles without completing the procedures for changing the name or moving the vehicle according to regulations, when the vehicle violates traffic order and safety or causes a traffic accident, the vehicle owner will be responsible before the provisions of the law,” said Lieutenant Colonel Pham Minh Phuong.
