Proposal to invest in Tan Chau - Hong Ngu bridge and Route N1 section through Dong Thap province

On April 11, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang signed an Official Dispatch to the Ministry of Construction regarding the proposal to invest in the construction of Tan Chau - Hong Ngu bridge and Route N1 section passing through Dong Thap province.

In the above Official Dispatch, the People's Committee of Dong Thap province said that Route N1 is a route located in the border corridor from Long An to Kien Giang, playing a particularly important role in developing the border gate economy associated with ensuring security and national defense according to the planning of the Mekong Delta region.

According to Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister on approving the Road Network Planning for the period 2021 - 2030, with a vision to 2050;, Route N1 has a total length of 235 km, planned scale of level III - IV road, scale of 2 - 4 lanes. Of which, the section through Dong Thap province, about 40 km long, has not been invested by the Central Government.

According to the content of Notice No. 114/TB-VPTW dated December 16, 2024 of the Central Party Office, which "agrees to the investment policy of National Highway N1 (length of about 40 km, scale level III - plain) and Tan Chau - Hong Ngu bridge (crossing Tien River connecting Dong Thap province with An Giang province with a bridge surface width of 20.5 m and 4 lanes for motor vehicles) before 2030".

Implementing the direction of the Prime Minister in Official Dispatch No. 2379/VPCP-KTTH dated April 11, 2024 of the Government Office on special incentive policies to develop Dong Thap province's border gate economic zone into a comprehensive economic zone; in which "the Ministry of Transport is assigned to preside over and coordinate with relevant ministries and branches to study and accelerate the investment progress of route N1 and Tan Chau bridge". At the same time, on January 27, 2025, the Government Office issued Official Dispatch No. 766/VPCPQHĐ, in which the Minister of Transport (now the Ministry of Construction) is assigned to report to the Government and the Prime Minister for consideration and decision on "implementing the construction of Tan Chau - Hong Ngu bridge and route N1 through Dong Thap province".

Because route N1 passes through Long An, Dong Thap, An Giang, Kien Giang provinces; there are special requirements for ensuring security and national defense; comparing with the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, route N1 is under the management authority of the Ministry of Construction, not decentralized to local management (at point b, clause 2, Article 4 of Decree No. 165/2024/ND-CP).

Based on the above contents, Dong Thap Provincial People's Committee requested the Ministry of Construction to promptly prepare investment and implement the construction of Tan Chau - Hong Ngu bridge project and Route N1 section through Dong Thap province in the period of 2026 - 2030.
