(LĐ online) - The Department of Transport has just sent a document to the People's Committee of Lam Dong province regarding continuing to invest in completing and putting into operation the southern bypass route of Bao Loc city.

In this document, the Department of Transport of Lam Dong province stated: The Southern bypass route, Bao Loc city, under the National Highway 20 restoration and improvement project, section Km 0 - Km 123+105.17, has temporarily stopped construction pending additional capital according to the direction of the Ministry of Transport since 2020.
On December 5, 2023, the Ministry of Transport sent a document to the Government to report on the handling of the Project's difficulties. In particular, it recommended that the remaining work be separated into a separate project and the budget capital be used to complete the Project and put it into use and exploitation.
On February 7, 2024, the Ministry of Transport handed over the southern bypass of Bao Loc City to the Vietnam Road Administration; relevant parties conducted a site inspection, recorded the actual construction and existing problems.

As of April 24, 2024, Project Management Board 7 also sent a document requesting the Ministry of Transport to hand over the Bao Loc City bypass route in its original state to the Vietnam Road Administration for management and supervision (not to put it into operation) during the time the Project temporarily suspends investment in the form of BT and establish an investment project for the remaining items using public investment capital; at the same time, research and propose capital sources to carry out management work according to regulations.
From the above situation, the Department of Transport of Lam Dong province proposed that the Provincial People's Committee recommend the Prime Minister to approve the policy of allowing the termination of the old project; at the same time, establish a new project and arrange public investment capital to continue construction and complete the project of the southern bypass of Bao Loc city to complete the route, creating convenience for people to travel; contributing to the socio-economic development of the locality and ensuring investment efficiency, not allowing the completed construction items to be damaged, degraded, causing waste.

As Lam Dong Newspaper has reported many times: The Southern bypass of Bao Loc City has a total length of 15.6 km with the starting point in Loc Chau commune and the ending point in Loc Nga commune. The total investment of the entire project is more than 800 billion VND.
The project was started in late August 2017 by BT20 - Cuu Long Joint Stock Company as the investor, with many contractors. This route is invested and built according to the standards of a grade III mountainous road, with the aim of reducing the load on National Highway 20 through the center of Bao Loc City to promote the socio-economic development of the locality. The project is expected to be completed and put into use in 2019.
However, by 2020, when construction was about 70% complete, the project was temporarily suspended due to lack of capital. After the suspension of construction, many items of the project were damaged and degraded, causing loss and waste. In particular, the section from Km 7+150 to Km 7+300 through Loc Son ward experienced serious subsidence. Currently, the subsidence location has been completely broken and is at risk of further subsidence and damage in the near future if timely investment is not made to complete it.
From 2023 to present, there have been many accidents on this route; of which, there were 2 accidents that killed 3 people.
