This is one of the notable proposals at the conference to review the work of ensuring petroleum supply in the first 6 months of the year and the direction for the last 6 months of 2025, organized by the Ministry of Industry and Trade on June 25. Minister of Industry and Trade Nguyen Hong Dien chaired the conference.
The report at the conference showed that domestic gasoline supply is basically stable, prices closely follow world prices and remain lower than the same period in 2024, contributing to reducing production costs and controlling inflation.
The total minimum petroleum source in 2025 allocated by the Ministry of Industry and Trade to petroleum traders is 29.5 million m3/ton of petroleum of all kinds. Total consumption output in the first 6 months of the year is estimated at 13.86 million m3/ton, equal to 47% of the annual plan.
Manufacturing enterprises such as Binh Son Refining and Petrochemical Joint Stock Company and Nghi Son Refinery and Petrochemical Company Limited said they had operated beyond their designed capacity in the first 6 months of the year, and committed to maintaining stable supply in the last 6 months of the year. Key enterprises such as Petrolimex , the Military Petroleum Corporation and PVN all affirmed that they had prepared sufficient supplies, had plans to respond to geopolitical instability scenarios and were ready to deploy E10 bio-fuel business in the coming time.
Mr. Bui Ngoc Bao - Chairman of the Vietnam Petroleum Association pointed out the institutional barriers that businesses are facing. According to him, gasoline products are currently under the management of many ministries and sectors, with up to 35 mandatory technical standards, while in many developed countries there are only 3-4 standards. This causes difficulties for businesses in the production and business process.
Therefore, the head of the Vietnam Petroleum Association proposed that the Ministry of Industry and Trade coordinate with the Ministry of Science and Technology to review and streamline the system of standards, helping businesses to operate more conveniently. At the same time, there should be clear regulations on the time when E10 gasoline is required to be applied so that businesses have time to prepare appropriately.
Concluding the conference, Minister Nguyen Hong Dien emphasized three key goals for the last 6 months of the year and the following year: Ensuring adequate supply of gasoline in all situations, maintaining stable prices, and maintaining a smooth distribution system, harmonizing the interests of all parties.
The Minister assigned the Department of Domestic Market Management and Development to deploy 5 key groups of tasks, from perfecting institutions to monitoring output allocation, price management and preparing for the roadmap to use E10 gasoline from January 1, 2026.
The Ministry also requested key enterprises and distributors to strictly implement the plan for output allocation, increase reserves, use electronic invoices, and proactively combat smuggling. At the same time, it requested the State Bank to consider the amount of petroleum reserves as collateral for loans to support businesses in stabilizing their operations. Localities were asked to review the petroleum trading network in accordance with industry planning and strengthen market management, combat counterfeit goods, and trade fraud.
It is expected that in the last 6 months of 2025, the total supply of gasoline and oil for the domestic market will reach 13.2 million m³/ton; import output is estimated at 6.12 million m³/ton and domestic production is about 9.24 million m³/ton. In total, import and production output will reach about 15.1 million m³/ton; inventory will be maintained at 1.7 - 1.8 million m³/ton, ensuring to meet market demand in all situations.
