'Resolutely remove from the apparatus corrupt and degraded civil servants'

Mr. Nguyen Quang Thai, Director General of the General Department of Civil Judgments, Ministry of Justice , has just signed and issued an official dispatch on strengthening inspection and control in the organization of civil judgment enforcement officers.

The document clearly stated that, in addition to the positive results in recent times, there are times and places where the heads of the THADS agencies have not yet fully and correctly recognized the role and importance of personnel work; management work, political and ideological education for the leadership team, enforcement officers, examiners, secretaries, etc. are not regular, and in some places, there is a lack of close attention, leading to violations.

Some localities are slow in implementing planning, not proactive in training cadres, and handling of violating cadres is not strict and still lenient; affecting the consolidation and completion of the organization, improving the quality and effectiveness of cadre work in the THADS system.

Faced with this situation, the Director General of the General Department of Civil Judgments and Judgments requires heads of units under the General Department and directors of civil judgment enforcement departments to proactively prevent and stop corrupt and negative acts among civil servants enforcing judgments; strengthen supervision and inspection of public service regimes, promptly detect and strictly handle cases of violations or public harassment and "extortion" for personal gain.

"Resolutely remove from the apparatus THADS civil servants who show signs of degradation, corruption, and law violations without waiting for the end of their term; periodically rotate and change work positions for positions that must be transferred according to regulations," the document emphasized.

The Director General of the General Department of THADS also proposed focusing on directing the prevention and control of 19 groups of negative behaviors, focusing on the prevention and control of degradation in political ideology, ethics, and lifestyle.

Typical behaviors include unanimity, deference, avoidance, fear of conflict, silence, not fighting or supporting wrong and distorted opinions and viewpoints; covering up and concealing violations and shortcomings of oneself, others or the organization; not defending what is right, not fighting what is wrong; arbitrariness, authoritarianism, lack of democracy, formal democracy, not respecting collective opinions; not complying with the organization's assignment, being picky about job titles and positions...

Or taking advantage of work for personal gain; slandering and fabricating content related to corruption and negative cases; attacking, slandering and insulting organizations and individuals, inciting violence and causing internal disunity; making statements and taking advantage of social networks to spread negative information about the industry and field of work.

Other groups of behaviors also listed include: "term thinking", opportunism, profiteering, especially abuse of power, using the name of the collective to impose and legitimize wrong decisions of individuals; individualism, putting personal interests above collective interests; pursuing immediate, short-term goals to gain benefits for oneself, family, and interest groups while ignoring long-term goals and interests of the collective, community, and country; colluding with businesses and other entities for personal gain.

The Director General of the General Department of THADS also requested to strengthen internal inspection and supervision; step up inspection by superiors of subordinates and individuals directly involved in all stages that are prone to negativity and corruption; for example, the organization of execution of judgments, organization of cadres, finance - accounting, handling of complaints and denunciations, etc.
