Vietnam's experience in attracting overseas intellectuals for sustainable development

The country's media is paying special attention to Vietnam's policy of mobilizing overseas Vietnamese resources for national development, considering this an effective and suitable model to refer to in the process of perfecting the strategy to connect with the Algerian community abroad.

According to observers, recently the Algerian Government has increased initiatives to connect with the overseas Vietnamese community living and working abroad.

The government emphasizes the role of Algerian intellectuals, businessmen, scientists and professionals who are successful abroad and considers them an important part of the country's development strategy.

In an article earlier this week, El Watan newspaper said that Vietnam is one of the typical examples of effectively exploiting community resources abroad.

With more than 5.3 million Vietnamese people living in 130 countries and territories, Vietnam has turned the overseas Vietnamese community into a "strategic resource" for science-technology development and innovation.

In 2023, the Vietnamese Ministry of Science and Technology will launch the “Talent Network Vietnam” program to create a bridge between overseas Vietnamese experts and domestic enterprises. This policy is built on the basis of specific incentives such as tax incentives, simplified administrative procedures and reintegration support. This is considered a practical step, helping Vietnam attract brainpower and transfer global knowledge to serve the country's development.

According to El Watan newspaper, Vietnam has changed dramatically compared to 20 years ago. Modern infrastructure, a dynamic young workforce, a transparent investment environment, and open policy orientation have created favorable conditions for a wave of overseas Vietnamese returning to contribute.

Thanks to that, Vietnam has attracted record foreign investment flows, especially in the fields of semiconductors and artificial intelligence (AI), with the presence of large corporations such as Samsung, Intel and Foxconn.

Faced with the growing demand for high-quality human resources, the Vietnamese Government continues to focus on the overseas Vietnamese community. Through conferences, forums and promotion programs held in France, the US and Australia, the message is emphasized: “Come back - Vietnam is ready to welcome and create the best conditions.”

Algerian experts say Vietnam’s overseas Vietnamese policy is a harmonious combination of strategic vision, practical policies and an understanding of the psychology of expatriates. This is a valuable experience for Algeria to refer to in building a policy system to encourage overseas intellectuals to participate in the country’s development.

With millions of Algerians living abroad, most of them highly educated and maintaining close ties to their homeland, Algeria is said to have enormous resources at its disposal.

To promote this resource, analysts recommend that the government focus on creating a favorable environment for innovation, administrative reform, ensuring transparency and policy stability.

According to El Watan newspaper, “Vietnam has proven that sustainable development is not only measured by Gross Domestic Product (GDP) growth, but also by the ability to attract overseas Vietnamese to return and contribute to the Fatherland.”

With its existing potential, if appropriate policies are applied, Algeria can completely turn the overseas Vietnamese community into an important driving force for its socio-economic development process./.
