Private economy - Breakthrough, affirm position

During nearly 40 years of renovation, our Party has always been steadfast and consistent in its policy of developing a socialist-oriented market economy with many forms of ownership, many economic sectors, forms of business organization and forms of distribution. To develop the private economy in the new situation, the 5th Conference of the 12th Party Central Committee issued Resolution No. 10-NQ/TW "On developing the private economy into an important driving force of the socialist-oriented market economy", which defines the goal: "Developing a healthy, effective and sustainable private economy, truly becoming an important driving force of the socialist-oriented market economy, contributing to rapid and sustainable socio-economic development, constantly improving people's lives".

Immediately after the 12th Central Executive Committee issued Resolution No. 10-NQ/TW on "Developing the private economy to become an important driving force of the socialist-oriented market economy", Resolution No. 11-NQ/TW on "Perfecting the socialist-oriented market economic institution", the Standing Committee of Thanh Hoa Provincial Party Committee issued a plan to organize a conference to study, disseminate and implement the resolutions to key cadres in the province. At the same time, it directed all levels, sectors, the Fatherland Front, and mass organizations to disseminate and implement the resolutions to vertical units, members, members, union members and people of all walks of life in the province; the Provincial People's Committee issued programs and action plans to implement the Resolution in the province.

On that basis, the Provincial People's Committee issued Decision No. 1299/QD-UBND on promulgating the action plan to implement Resolution No. 10-NQ/TW, specifically identifying the main goals, tasks and solutions to focus on leading and directing the development of the private economy, strengthening propaganda and dissemination to all levels, sectors, business communities and people about the viewpoints, orientations, guidelines and policies of the Party and State on private economic development, on improving business efficiency in the private economic sector; creating a favorable investment and business environment for private economic development; supporting the private economy in innovation, technology modernization and human resource development, improving labor productivity; improving the effectiveness and efficiency of state management of the private economy; perfecting institutions on ownership, developing economic sectors and types of enterprises; support policies for small and medium enterprises; common mechanisms and policies for planning issues, synchronization in implementing regional and sectoral planning; breakthrough mechanisms for science and technology activities...

To support small and medium enterprises in accessing capital, the province has implemented a preferential loan program with low interest rates through the Provincial Development Investment Fund. This program has helped many enterprises expand their production scale, invest in modern machinery and equipment, and improve their competitiveness; organize training courses on business administration, sales skills, marketing, etc. to help enterprises improve their management capacity and access the market more effectively; organize training courses on digital transformation in business to help small enterprises access e-commerce platforms and expand their consumer markets.

Thanks to the special attention of the province, private enterprises have grown strongly, many enterprises have proactively and boldly invested in advanced technology, improved product quality, creating strong competitiveness in the market; small and medium enterprises have also made great strides thanks to effective support from the government. In the period of 2017 - 2024, functional sectors and localities in the province have organized 1,251 training courses, fostering 86 thousand students in knowledge, skills of entrepreneurship, administration, leadership, and business management. Many mechanisms and policies to encourage and support organizations and enterprises to invest in research, application and technology transfer have been issued, the provincial budget has supported enterprises to carry out 82 scientific and technological tasks with a total support budget of over 129.5 billion VND; There are 28,750 newly registered enterprises with total charter capital of 255,938 billion VND.

Up to now, there are 21,128 enterprises and over 155 thousand business households in operation, the private economic sector contributes an average of about 58.69% of the province's GRDP, contributes an estimated 73.9 trillion VND to the state budget, the total mobilized investment capital of the private economic sector is estimated at 611.7 trillion VND, accounting for 60.55% of the total social investment capital in the province, creating stable jobs for over 1.16 million workers. These figures clearly demonstrate the increasingly important role of the private economy in the economic structure as well as being the locomotives contributing greatly to the provincial budget, creating important resources for socio-economic development projects.

Not only contributing to economic growth and budget, the private economic sector is also an important driving force for the development of the startup movement. The province has stepped up support for this movement, with more than 900 startup projects supported, Thanh Hoa has become a bright spot in the development of private enterprises, contributing to creating a generation of dynamic, creative entrepreneurs who dare to think, dare to do, ready to face difficulties and challenges, and seize opportunities for development.

In the context of deep integration, Thanh Hoa province is seizing new opportunities, opening the door to broader economic cooperation, helping Thanh Hoa enterprises to reach further in the international market, while creating favorable conditions for attracting foreign investment and promoting exports. With the determination of the Party Committee, the government and the consensus of the business community, Thanh Hoa not only aims for economic growth but also builds a sustainable business environment, where the private economy truly becomes the "most important driving force for growth", becoming a "model province" in private economic development, promoting and breaking through development, realizing the goal of becoming a new growth pole in the North of the country.
