Speed up auction of kiosks at An Nhon market

The People's Committee of An Nhon Town is directing relevant departments and offices of the town to speed up the implementation of procedures to be able to organize the auction of more than 100 two-storey kiosks and the remaining lots and stalls at An Nhon Market. Thereby, the kiosks and lots and stalls will soon be put into service for business, trade and services to fully exploit the market's capacity.

After more than 1 year of operation, An Nhon market (in Binh Dinh ward, An Nhon town) meets the business and trading needs of more than 600 traders who moved from Binh Dinh market (Binh Dinh ward) to An Nhon market and new traders registered for business.

Mr. Ho Van Quang - Deputy Head of the An Nhon Urban Services Management Board (UMSB), Head of the An Nhon Market Management Board, said: An Nhon Market is planned and built including the main market area with 288 lots and stalls (9 m2/lot, stall); the market shed area with 528 lots and stalls and an outdoor business area with an area of 3,630 m2. The market shed area is divided into 3 areas: area 4A with 72 lots and stalls (10 m2/lot, stall) and areas 4C, 4B with 456 lots and stalls (6.25 m2/lot, stall). In addition, the wastewater treatment and drainage system, the centralized waste collection area, and the public toilet area are scientifically arranged, ensuring hygiene and the environment.

“Dividing the areas helps the market management board to conveniently arrange traders, stalls and types of goods for sale; creating a convenient business and trading space. At the same time, it helps to improve management efficiency and ensure security and order, fire prevention and fighting, and environmental sanitation in the market area,” Mr. Quang added.

Ms. Le Thi Thanh Hoa, a trader at An Nhon market, shared: The market is spacious and modern; the market floor is high, clean and the aisles are spacious so both sellers and buyers are comfortable. The stalls are arranged according to specific types, which also helps ensure food hygiene and safety and makes shopping convenient for customers.

At An Nhon market, in addition to the main market area and the market shed area, there are also 106 2-storey kiosks divided into 7 areas located around the market with a total construction area of 4,400 m2 (each kiosk has a land use area of 30 - 60 m2). According to the auction plan for the right to use 2-storey kiosks at An Nhon market issued by the People's Committee of An Nhon town, the auction is expected to be held in the third quarter of 2024. However, by the end of April 2025, the auction has not been carried out. In addition, 18 lots and stalls at the main market area and the market shed area have been auctioned with a 5-year cycle. However, up to now, the auction winners have not signed the contract according to regulations, so they have not been able to put them into operation and use.

“The deadline has passed but the 18 individuals who won the auction of 18 lots and stalls at An Nhon market have not fulfilled their obligations to sign the contract and have not paid the auction winning money. The An Nhon Investment Service Management Board has reported and requested the Department of Finance and Planning and the People's Committee of An Nhon town to consider and issue a decision to cancel the auction results of the 18 lots and stalls in accordance with the law,” said Mr. Quang.

According to Mr. Mai Xuan Tien, Vice Chairman of An Nhon Town People's Committee, the town has assigned the An Nhon Urban Service Management Board to notify in writing and send it to the auction winners in accordance with the auction regulations previously issued by the town People's Committee. This is the basis for the An Nhon Town People's Committee to issue a decision to cancel the results for 18 individuals who won the auction of 18 lots and stalls at An Nhon market but did not sign the contract as prescribed.

In addition, the Town Finance and Planning Department is assigned to urgently advise the An Nhon Town People's Committee to issue a decision to cancel the auction results in accordance with current regulations. Regularly work with relevant departments and branches of the province to promptly submit to the Provincial People's Committee a decision approving the service price plan for the use of the area of 106 2-storey kiosks at An Nhon market. Thereby, the town has a basis to organize the auction of 2-storey kiosks at An Nhon market in accordance with regulations to soon put into operation, use, and promote the full capacity of An Nhon market.
