DTO - Identifying people as the focus of service in administrative reform, in recent times, the People's Committees of communes and towns in Dong Thap province have continuously made efforts to build and implement many good models and effective methods in handling administrative procedures, bringing satisfaction to people and businesses.

STAFF COME TO HOME TO SERVE

Instead of having to take her elderly mother to the People's Committee of An Phong Commune (Thanh Binh District) to complete the procedures for transferring land use rights, now Ms. Lam Thi Nha, a resident of An Phong Commune, only needs to stay at home and the officials and civil servants will come to her to give her detailed instructions and quickly complete the procedures. Not only that, after completing the procedures, the results will also be delivered to her by the civil servants. Ms. Lam Thi Nha shared: "Previously, if I wanted to do the paperwork, I had to take my mother to the People's Committee of the Commune, which was very difficult to do, took a whole morning, and sometimes if I didn't have the paperwork, I had to go back home to get it, which was time-consuming. Now, having the officials come to my house to do the paperwork is very convenient, no need to go back and forth like a few years ago."

The model of "Signature authentication, address authentication, transaction contract authentication at home for the elderly, sick and disabled" deployed by the People's Committee of An Phong commune since February 2025 has brought practical benefits to vulnerable groups. The Justice - Civil Status Officer of the People's Committee of the commune directly goes to people's homes to carry out authentication procedures, helping people no longer have to worry about difficult travel to the headquarters of the People's Committee of the commune.

Ms. Bui Thi Xuan Thu - Vice Chairman of An Phong Commune People's Committee, said: "We recognize the difficulties of the elderly and sick people in traveling, so the Commune People's Committee has proactively sent civil servants to their homes to support. This not only creates convenience for the people but also helps shorten the time to handle administrative procedures, raise the awareness of serving the people of the staff and civil servants, create satisfaction and trust among citizens, and at the same time demonstrate the concern of the local government for those in particularly difficult circumstances".

Similarly, Mr. Tran Tan Phai, residing in Binh Thanh commune (Thanh Binh district), was surprised when he came to do the procedure of extracting the birth certificate for his child. Instead of having to write the application and fill in the forms himself, Mr. Khai was enthusiastically supported by the civil servants and was also instructed to pay the fee online quickly and conveniently. Mr. Tran Tan Phai expressed: “Before, when I went to the commune People's Committee to do the paperwork, the officer gave me the form that I had to write myself. Now, the officer does everything, I just have to wait for the results. I find this way of doing things very good, people do not have to write back and forth, and are also afraid of making mistakes. When the work is done, it is okay if you do not have cash because the civil servant will guide me to pay the fee online very conveniently.”

The “3 No” model (no declaration of information; no cash payment of fees and charges; no direct contact with professional civil servants) has created a positive change at the Reception and Results Department (TN&TKQ) of the People's Committee of Binh Thanh Commune. The time for receiving and processing documents has been significantly shortened, minimizing errors caused by people writing their own applications. Along with that, the spirit and service attitude of the civil servants have also been significantly improved.

Ms. Phan Thi Cam Quy - Vice Chairman of Binh Thanh Commune People's Committee, affirmed: "The "3 No" model has brought about clear results, no inconvenience, no delay, no fee for writing on behalf of others, helping to shorten the time and quickly process documents for people. This is an important policy to improve service quality, create trust and connection between the government and the community".

BUILDING A FRIENDLY GOVERNMENT

Recently, in Cao Lanh City, many new models have been applied, initially achieving effectiveness such as: "Administrative reception and survey on citizens' satisfaction in handling administrative procedures using QR codes" of My Phu Ward People's Committee; "Electronic citizen keychain" and "Digital communication" initiative of Hoa Thuan Ward People's Committee; "2 walk-in procedures" in handling administrative procedures in the field of justice - civil status of Ward 4 People's Committee...


Ward 4 People's Committee (Cao Lanh City) launched the model of "2 procedures without appointment" to help shorten the time to handle administrative procedures.

In order to build a people-friendly government, further connecting the people with local officials and civil servants, the People's Committee of Ward 6 (Cao Lanh City) has just launched the "Friendly Government" model. According to the People's Committee of Ward 6, when a couple reaches the legal age of marriage and comes to register their marriage at the People's Committee of the ward, the civil servant at the Department of Natural Resources and Environment will receive information and schedule a time to receive the Marriage Registration Certificate. After that, take a photo of the couple holding the beautifully decorated Marriage Registration Certificate in pink with a heart shape representing love and lasting happiness, attached to a keychain and given to the couple preparing to get married as a souvenir. This form replaces the congratulatory ceremony for the couple preparing to get married by the local government.


Ward 6 People's Committee (Cao Lanh City) carries out the ceremony of granting Marriage Certificates and giving keychains to couples before marriage.

After a period of investigation, Mr. Tran Vu Luan and Ms. To Thi Tu Trinh went to the People's Committee of Ward 6 to register their marriage. Both he and she were very happy with the "unique" form of marriage certification of the Ward People's Committee. Mr. Tran Vu Luan and Ms. To Thi Tu Trinh could not hide their joy: "We were surprised and really liked this form of marriage certification of the Ward People's Committee. This lovely little keychain will be a beautiful memory on our big day". The implementation of this model is not only a new initiative in administrative procedure reform of the People's Committee of Ward 6, but also demonstrates the State's recognition of legal marriage and the government's care for couples.

With the strong attention and direction of Party committees and authorities at all levels in Dong Thap province, many new models and initiatives have been researched, deployed and applied in practice, increasingly meeting the needs and expectations of people and businesses, contributing to building a serving, effective and friendly administration.
