General Secretary To Lam attended the Conference. Also attending the Conference were Politburo members: President Luong Cuong, Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man. Also attending were Politburo members, Secretariat members, and Central Party Executive Committee members.
Member of the Politburo, Chairman of the National Assembly Tran Thanh Man presented the topic "Key and core contents of Resolution No. 66-NQ/TW, dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and the plan to implement Resolution 66-NQ/TW".
Resolution No. 66-NQ/TW sets the goal that by 2030, Vietnam will have a democratic, fair, synchronous, unified, public, transparent, and feasible legal system with a strict and consistent implementation mechanism, ensuring a legal basis for the normal, continuous, and smooth operation of agencies after reorganizing the apparatus, removing obstacles arising from practice, paving the way for development creation, mobilizing all people and businesses to participate in socio -economic development so that by 2030, Vietnam will be a developing country with modern industry and high average income.
In his speech, General Secretary To Lam said that in recent years, Vietnam has achieved comprehensive achievements, demonstrated by macroeconomic stability, successful control of the Covid-19 pandemic and enhanced international status. However, to continue to develop rapidly and sustainably, the country needs to overcome existing challenges, including slowing economic growth, limited labor productivity and a complex international context.
The General Secretary emphasized that to address these challenges and realize development aspirations, Vietnam needs a comprehensive, profound and synchronous reform. In particular, the four important Resolutions of the Politburo on science and technology, international integration, private economy and law-making play the role of the “four pillars” of fundamental institutions. The synchronous and effective implementation of these four resolutions will create a strong driving force, helping Vietnam “take off” in a new stage of development.
According to the roadmap, by 2025, the removal of "bottlenecks" arising from inadequacies in legal regulations will be basically completed; by 2027, the amendment, supplementation, and issuance of new documents will be completed to ensure a synchronous legal framework; at the same time, the roadmap for building a high-quality legal system, approaching international standards by 2045 will be determined.
The national conference to disseminate and implement Resolution 66-NQ/TW and Resolution 68-NQ/TW of the Politburo is an important start, creating strong motivation for VIMC to fulfill its pioneering mission, contributing to building an open and transparent legal environment, meeting the requirements of sustainable development of the Vietnamese maritime industry in the coming period.
