DTO - On the morning of May 18, in Hanoi, the Politburo and the Central Party Secretariat held a national conference to disseminate and implement Resolution No. 66 dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era and Resolution No. 68 dated May 4, 2025 of the Politburo on private economic development.

Attending the conference at the Central bridge were Politburo members: Luong Cuong - President; Pham Minh Chinh - Prime Minister; Tran Thanh Man - Chairman of the National Assembly; Tran Cam Tu - Standing member of the Central Party Secretariat; Politburo members, Secretariat members, Central Party Committee members, alternate members of the Central Party Committee, and leaders of central departments, ministries and branches.
The conference was held in person, combined with online access to 37,000 points nationwide with 1.5 million delegates attending to study and research in order to raise awareness, responsibility, political determination, self-awareness, and exemplary spirit of Party committees, Party organizations, agencies, organizations, cadres, Party members, and business people to effectively implement Resolution No. 66 and Resolution No. 68 in accordance with the functions, tasks, and practical situation in localities, agencies, and units.
KTTN is an important driving force
Thoroughly grasping the content of the topic on developing the private economy, comrade Pham Minh Chinh - Prime Minister said that after nearly 40 years of renovation, our country's private economy has gradually developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy. However, the private economy still faces many barriers that hinder its development, has not made a breakthrough in scale and competitiveness, and has not met the requirements and expectations of being the core force of the country's economy.
Comrade Pham Minh Chinh affirmed: “The contribution of the private economy is an important driving force of the nation, promoting economic development, contributing to the country’s GDP, solving employment, creating livelihoods, solving social security, contributing to national construction, promoting international integration…”. Therefore, developing the private economy quickly, sustainably, effectively, and with high quality is both a central and urgent task and a long-term strategic one; it needs to be specified in the country’s development strategies and policies. The Prime Minister noted that creating an open, transparent, stable, and safe business environment, while identifying entrepreneurs as “soldiers on the economic front” in the new era.
Delegates attending the conference at Dong Thap province bridge
At the Central bridge, delegates said that the issuance of Resolution No. 68 has changed the long-term strategy, vision, and completely eliminated the perception and prejudice about private enterprises. The issuance of this Resolution has made business owners excited like "rain after drought", helping to liberate businesses to develop. Delegates recommended that the Government should have a department to monitor the implementation index of ministries and branches in the process of organizing the implementation of the resolution. At the same time, business owners suggested that the Government create conditions for small and medium-sized enterprises to access land for production and business development and access capital.
According to comrade Pham Minh Chinh, strengthening the leadership role of the Party, the creation role of the State, taking enterprises as the center and subject, with the goal that by 2030, there will be 2 million enterprises operating in the economy, 20 enterprises operating/1,000 people. By 2045, there will be at least 3 million enterprises operating in the economy; contributing about over 60% of GDP.
Resolution No. 68 has set out 8 tasks and solutions. In organizing implementation, Prime Minister Pham Minh Chinh clearly stated the spirit of "6 clear": clear people, clear work, clear time, clear responsibility, clear product, clear authority.
“Breakthrough of breakthroughs”
According to Resolution No. 66, in recent times, our Party and State have had many innovative policies and guidelines to improve the effectiveness of law-making and law enforcement, achieving many important results. However, the work of law-making and law enforcement still has many limitations and shortcomings. Some of the Party's policies and guidelines have not been institutionalized promptly and fully.
In a thematic report on innovation in law-making and enforcement to meet the requirements of national development in the new era, comrade Tran Thanh Man - Chairman of the National Assembly affirmed that law-making and enforcement is the "breakthrough of breakthroughs" in perfecting the institutions for national development in the new era; is a key task in the process of building and perfecting the Vietnamese socialist rule-of-law state of the people, by the people and for the people, under the leadership of the Party.
Comrade Tran Thanh Man said that in the context of the world undergoing epochal changes, in order for the country to firmly enter a new era - an era of breakthrough development, prosperity, and power under the leadership of the Party, along with implementing the revolution of streamlining the organizational apparatus, striving for "double-digit" economic growth, the work of building and enforcing laws must be fundamentally innovated, creating a strong driving force for the country's rapid and sustainable development.
Resolution No. 66 sets out seven tasks and solutions to ensure the Party's comprehensive and direct leadership in law-making work; and to strengthen the Party's leadership in law enforcement.
"The Four Pillars"
Speaking at the conference, General Secretary To Lam affirmed that Resolution No. 57 dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Resolution No. 59 dated January 24, 2025 of the Politburo on international integration in the new situation, together with Resolution No. 66 and Resolution No. 68 just implemented today, these 4 Resolutions can be called the "Quad Pillars" to help us take off. The General Secretary pointed out: "The 4 important Resolutions of the Politburo issued recently will be the fundamental institutional pillars, creating strong momentum to bring our country forward in the new era, realizing the vision of a developed, high-income Vietnam by 2045".

According to the General Secretary, Resolution No. 68 marks a profound change in strategic awareness of the role of the private sector: from a secondary position to a pillar of development, alongside the state economy and the collective economy, forming a solid “tripod” for an independent, autonomous and successfully integrated economy. Developing the private economy is not only an economic requirement but also a political imperative to consolidate the foundation of national economic autonomy, enhance competitiveness and adaptability in a volatile world.
Resolution No. 66 affirms that law is not simply a tool to regulate social behavior, but must be considered the basis for organizing and operating state power, a solid foundation to protect human rights, civil rights and a lever to promote socio-economic development. "Resolution No. 66 is a call for a profound institutional reform to build a modern, substantive legal system, serving the people, while creating a sustainable driving force for the cause of building a prosperous, democratic, equitable and civilized Vietnam in the 21st century" - the General Secretary emphasized.
According to the General Secretary, 2025 is a pivotal year opening a new era, while the goal of becoming a developed country is only 2 decades away. If we do not catch up with the pace of reform and do not create breakthroughs right now, we will miss the golden opportunity and fall behind in the global race. Therefore, it is necessary to deploy tasks quickly, methodically, and substantially, taking actual effectiveness as the evaluation criteria.
Attending the conference at the Dong Thap province bridge were comrades: Phan Van Thang - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Tri Quang - Chairman of the Provincial People's Committee; Member of the Provincial Party Standing Committee, Member of the Provincial Party Committee; Heads and Deputy Heads of departments, branches, sectors, unions under the province, the Vietnam Fatherland Front and socio-political organizations of the province; former leaders of the Central and the province; provincial reporters; leaders of business associations, private enterprises, small and medium enterprises in the province. The conference was broadcast online to 230 bridges in Dong Thap province, with nearly 44,000 cadres, civil servants, public employees and party members attending. |
