Dong Thap - Science and technology go hand in hand for sustainable development

DTO - Science , technology (KHCN), innovation and digital transformation (CĐS) are gradually becoming important factors that determine the rapid and sustainable development of the country, making practical and comprehensive contributions in many fields, creating the best foundation and opportunity to build a prosperous and powerful country in the new era, the era of national development. This is affirmed in the Party Congress documents and is reflected throughout the resolutions, programs and plans of Dong Thap province.

Recently, the implementation of Resolution No. 57-NQ/TW of the 13th Politburo on breakthroughs in science and technology development, innovation and national digital transformation took place in the context that localities have achieved many positive results in digital transformation and application of science and technology (S&T) in socio-economic development.

Promoting scientific and technological resources

Over the past years, Dong Thap province's science and technology has created outstanding marks, contributing to shaping a new growth model, arousing creative potential among the people and business community.

With the orientation of considering science and technology as the driving force for development, the province has made many breakthrough decisions such as: decentralizing the management of science and technology tasks to the grassroots level; merging public service units to increase operational efficiency; empowering and encouraging the widespread participation of people in research and application of science and technology.

Implementing the Politburo's orientation on breakthroughs in science and technology development, innovation and digital transformation, Dong Thap identified this as a key, consistent and fundamental task for rapid and sustainable growth. According to Action Program No. 94-CTr/TU and Plan 77/KH-UBND, the goal by 2030 is that Dong Thap will become a locality with science and technology potential among the country's fairly good ones; the field of innovation and technology application in agriculture will be the leader in the Mekong Delta region; the digital economy will contribute at least 10% of GRDP; 80% of people and businesses will use online public services; 100% of people will have access to high-speed broadband.

By 2045, Dong Thap will become a pioneer in innovating growth models, developing digital economy, ecological economy and high-tech industry. The province focuses on developing digital technology industries associated with local strengths such as adaptive agriculture, food processing, healthcare and education. To achieve the above goals, Dong Thap is synchronously implementing solutions: perfecting institutions, training human resources, investing in digital infrastructure, supporting innovative enterprises and creating a startup - technology ecosystem, strongly promoting the leading role of science and technology in socio-economic development.

The “breath” of science and technology is realized through models such as “Smart Village”, where digital technology supports environmental monitoring, weather forecasting, and connecting agricultural product consumption. The fact that 6 communes in the province have been recognized as “Smart Village” models not only proves the feasibility of the model but also opens up a new direction for in-depth rural development, linking production with digital transformation. At the same time, more than 40 provincial and grassroots science and technology tasks are being simultaneously implemented, affirming the leading role of science and technology in production and life.

A highlight of Dong Thap is the real companionship with enterprises, especially science and technology enterprises. Through granting certificates, supporting research, and transferring technology, the province has further motivated units to boldly invest in product innovation. Names such as: ENDOTA Technology Co., Ltd. with biological products from black soldier flies, biochar from agricultural by-products, Alpha Amin Production - Trading Co., Ltd. with biological products used for aquaculture... are vivid evidence of technological capacity that is gradually becoming a competitive advantage of local enterprises.

Dong Thap also pays special attention to developing the inspection - measurement - testing system. The consolidation of science and technology units, the implementation of more than 1,000 analyses and the inspection of nearly 2,000 measuring instruments according to ISO/IEC 17025 standards have contributed to ensuring product quality and protecting consumer rights.

On that basis, Dong Thap’s agricultural product brand is increasingly affirmed. The province has succeeded in protecting geographical indications for key products such as Cao Lanh lemons and mangoes; at the same time, it has promoted the construction of a dossier to register the geographical indication of Cao Lanh mangoes in Japan, one of the demanding markets. Seu Tam Nong rice - a product bearing the mark of “ecological rice” is being developed with a certification label, both creating added value and contributing to protecting the ecological environment of wetlands.

In recent years, Dong Thap has focused on promoting the development of STEM education and creative education at all levels, contributing to forming a generation of citizens with innovative thinking and arousing a passion for science from an early age.

The foundation for a strong transformation

In the context of deep integration and the strong spread of the fourth industrial revolution, Dong Thap identifies science and technology as a key pillar and foundation for sustainable and comprehensive development. With the spirit of openness, innovation and action, the province has been realizing its strategic vision, bringing science and technology into all areas of economic and social life.

Based on the outstanding results achieved, Dong Thap continues to synchronously deploy breakthrough tasks and solutions, aiming at the highest goal of improving competitiveness, creating added value for products, contributing to effectively solving local practical problems. The top priority is to perfect the system of appropriate mechanisms and policies, creating a favorable legal environment to encourage research, technology transfer and application. The province pays special attention to promoting cooperation between "3 houses": State, Scientists, Enterprises to shorten the gap between research and practice, closely linking innovation and commercialization of science and technology products.

From that orientation, Dong Thap has persistently implemented the remaining contents of Resolution 57-NQ/TU of the Provincial Party Committee on science and technology development, while building key programs in a selective and in-depth manner. The focus is on areas with potential and advantages such as high-tech agriculture, deep agricultural processing, renewable energy and smart eco-tourism. The programs are systematically designed, with specific roadmaps, ensuring that they are linked to local needs and global development trends.

At the same time, the province focuses on investing in developing modern science and technology infrastructure, upgrading laboratories, testing centers, technology incubators and research facilities. This is an important premise to enhance innovation capacity, attract talent, and create momentum for the formation of high-tech zones associated with local characteristics.

Human resources in science and technology are considered a vital factor in the transformation process. Dong Thap promotes training and fostering of high-quality science and technology staff; implements policies to attract leading experts and scientists; and expands cooperation with universities and research institutes at home and abroad. The province also focuses on developing STEM education and creative education at all levels, contributing to forming a generation of citizens with innovative thinking and arousing a passion for science from an early age.

Dong Thap promotes international cooperation in the field of science and technology. Knowledge exchange, access to modern technology, and learning from international experiences help the locality keep up with trends, improve research quality, and practical application capabilities. This is also a bridge for local scientists and businesses to participate more deeply in the global innovation ecosystem.

In particular, Dong Thap always considers enterprises as the center of the process of applying and commercializing science and technology. Programs to support enterprises in technological innovation, improving productivity and product quality continue to be implemented synchronously.
