In the afternoon session, the National Assembly continued to listen to the presentation of the Submission and the Report on the verification of the supplementary budget for regular expenditures (foreign non-refundable aid) in 2025; Listen to the presentation of the Submission and the Report on the verification of the transition to apply a number of specific mechanisms and policies that have been permitted by the National Assembly to be implemented in a number of localities after restructuring the apparatus and expanding administrative boundaries according to the policies of the Party and the State; Listen to the presentation of the Submission and the Report on the verification of the draft Resolution of the National Assembly on piloting the People's Procuracy in initiating civil lawsuits to protect the civil rights of vulnerable groups or to protect public interests; Discuss the draft Law amending and supplementing a number of articles of the Law on the Organization of the People's Procuracy.

The National Assembly listened to Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, present the Proposal and Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung present the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Vietnamese Nationality; the National Assembly listened to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present the Proposal and Chairman of the National Assembly's Committee on Economy and Finance Phan Van Mai present the Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Bidding; Law on Investment under the Public-Private Partnership model; Law on Customs; Law on Export Tax and Import Tax; Law on Investment; Law on Public Investment; Law on Management and Use of Public Assets; the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality.
At the discussion session, 15 National Assembly deputies spoke, in which the majority of deputies agreed with the content of the explanation, acceptance, and revision of the draft Law of the Ministry of Science and Technology. To continue perfecting the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality, deputies focused on discussing: The constitutionality, legality, and consistency of the draft Law with the legal system; application of the law; prohibited acts; State policies on product and goods quality management; State management responsibilities for product and goods quality; principles of classification and management of product and goods quality; announcement of applicable standards, announcement of conformity, announcement of conformity; traceability and transparency of the supply chain of products and goods; conditions for ensuring the quality of imported goods; application of technology in product and goods quality management; assignment, decentralization of responsibilities, and coordination in product and goods quality inspection; management of product and goods quality in e-commerce and online sales; responsibilities of e-commerce trading floors in product and goods quality management; survey of product and goods quality; inspection, examination and handling of violations of the law on product and goods quality; sanctions for violations of product and goods quality; measures to handle exported goods that do not meet export conditions; support to improve productivity and quality of products and goods for Vietnamese enterprises; effective date of implementation; transitional provisions.
At the end of the discussion session, Minister of Science and Technology Nguyen Manh Hung spoke to explain and clarify a number of issues raised by National Assembly delegates.
Then, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present the Proposal and Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai present the Verification Report on the adjustment and supplementation of the 2025 state budget estimate. After that, the National Assembly discussed in the hall about the adjustment and supplementation of the 2025 state budget estimate.
At the discussion session, National Assembly delegates agreed with the contents of the Government's Submission, the Verification Report of the National Assembly's Economic and Financial Committee and the contents of the draft Resolution.
Delegates highly appreciated the flexibility, proactiveness and determination of the National Assembly Standing Committee, the efforts and responsibility of the National Assembly and Government agencies in submitting to the National Assembly adjustments and supplements to the 2025 state budget estimate in a timely manner to have funding sources to implement breakthrough tasks according to the decisions of the Central Committee and the Politburo.
National Assembly deputies suggested that, immediately after the National Assembly passes the Resolution, the Government should promptly and promptly deploy the allocation and assignment of budget estimates to ministries, central and local agencies, and at the same time, organize implementation to ensure that there is no policy profiteering, use funds economically and effectively, and prevent and combat corruption, waste and negativity.
After the discussion session, the National Assembly voted to pass the Resolution of the National Assembly on adjusting and supplementing the 2025 state budget estimate by electronic voting, with the following results: 438 delegates participated in the vote, equivalent to 91.63% of the total number of National Assembly delegates; 436 delegates approved, equivalent to 91.21% of the total number of National Assembly delegates; 1 delegate did not approve, equivalent to 0.21% of the total number of National Assembly delegates; 1 delegate did not vote, equivalent to 0.21% of the total number of delegates.
Then, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, present a Report on receiving, explaining, and revising the draft Resolution of the National Assembly on a number of special mechanisms and policies to create breakthroughs in the construction and organization of law enforcement.
The National Assembly voted to pass this Resolution by electronic voting, with the following results: 443 delegates participated in the vote, equal to 92.68% of the total number of National Assembly delegates; 416 delegates approved, equal to 87.03% of the total number of National Assembly delegates; 19 delegates did not approve, equal to 3.97% of the total number of National Assembly delegates; 8 delegates did not vote, equal to 1.67% of the total number of delegates.
Next, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session in the hall, listening to Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, present a Report on the reception, explanation, and revision of the National Assembly's draft Resolution on a number of special mechanisms and policies for private economic development.
The National Assembly voted to pass this Resolution by electronic voting, with the following results: 434 delegates participated in the vote, equal to 90.79% of the total number of National Assembly delegates; 429 delegates approved, equal to 89.75% of the total number of National Assembly delegates; 2 delegates did not approve, equal to 0.42% of the total number of National Assembly delegates; 3 delegates did not vote, equal to 0.63% of the total number of delegates.
