Prime Minister Sonexay Siphandone expressed his delight at welcoming and highly appreciating Comrade Luong Cuong's first State visit to Laos in his new position, demonstrating the high regard for the Vietnam-Laos relationship; and shared his special feelings when meetingPresident Luong Cuong a few days ago on the occasion of his visit to Vietnam to attend the 4th Partnership for Green Growth and the Global Goals (P4G) Summit.
Prime Minister Sonexay Siphandone sent his regards and best wishes to Prime Minister Pham Minh Chinh and other senior leaders of Vietnam; expressed his impression of the outstanding and comprehensive achievements that the Party, State and people of Vietnam have achieved in recent times, emphasizing that this is a great source of encouragement for Laos in the cause of protecting, building and developing the country; thanked President Luong Cuong for his positive evaluation of the relationship between the two countries and his great encouragement to Laos in implementing socio -economic development in recent times.
President Luong Cuong expressed his joy to return to the beautiful country of Laos, in his capacity as President of Vietnam, and on the occasion when the Lao people have just joyfully celebrated the traditional Bunpimay New Year; wished the Lao Party, State and people to continue to reap even greater new successes; and conveyed the warm regards and best wishes of Prime Minister Pham Minh Chinh to Prime Minister Sonexay Siphandone.
Congratulating and appreciating the comprehensive achievements, political stability, and positive economic growth that the Lao Party, State, and people have strived to achieve in recent times, President Luong Cuong believes that under the leadership of the Lao People's Revolutionary Party, headed by General Secretary and President Thongloun Sisoulith, the resolute leadership of the Prime Minister, and the support of the National Assembly, the brotherly country of Laos will certainly successfully implement the 11th Resolution of the Party, moving towards successfully organizing the 12th National Party Congress and the 9th Five-Year Socio-Economic Development Plan.
Once again, President Luong Cuong expressed his condolences to the Lao Party, State, and people, as well as the Prime Minister and his family, on the passing of comrade Khamtay Siphandone - former Party Chairman, former President of Laos, and father of the Lao Prime Minister.

Informing Prime Minister Sonexay Siphandone about the results of the very successful talks with General Secretary and President Thongloun Sisoulith on the afternoon of April 24, President Luong Cuong shared that both sides were pleased and highly appreciated the outstanding achievements of bilateral cooperation in all fields in recent times; affirmed the consistent viewpoint of the Party and State of Vietnam to continue to consolidate and enhance the great friendship and comprehensive cooperation between the two Parties and the two countries of Vietnam and Laos, and is ready to share development experiences with Laos, including the arrangement of a streamlined, efficient, effective and efficient apparatus at the central and local levels.
The two leaders agreed to continue to further consolidate political trust through maintaining high-level exchanges and contacts and bilateral cooperation mechanisms in many fields; effectively implementing high-level agreements, especially the meeting between the two Politburoes in September 2024 and the meeting between the two General Secretaries on the occasion of the meeting between the three heads of the three Parties of Vietnam-Laos-Cambodia in February 2025 and the 47th session of the Intergovernmental Committee; focusing on agreeing on practical and effective solutions to promote and strongly innovate methods and approaches, bringing the relationship between the two countries to develop in the new period.
Emphasizing the desire to make economic, trade and investment cooperation a real pillar in bilateral relations towards the target of 5 billion USD in trade turnover in the coming years and an immediate increase of 10-15% in 2025, the two sides agreed to make joint efforts and unanimously promote the settlement of agreed key cooperation projects, pay attention to promoting connectivity projects, especially in the fields of transportation and energy, including mobilizing capital from partners to implement the Hanoi-Vientiane expressway project, Vientiane-Vung Ang railway...
The two sides agreed to continue to further strengthen the pillar of defense-security cooperation on the basis of natural neighbors and the common goal and interests of building a peaceful and stable country; coordinate in preventing and combating terrorism, preventing and combating all types of cross-border crimes, especially drug crimes; continue to coordinate in searching for, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos.
The two sides agreed to further promote cooperation in education-training, science-technology, health, culture, people-to-people exchange, etc.; strengthen cooperation between localities, especially border localities; and step up propaganda among the people of the two countries, especially the young generation, about the traditional and special relationship between Vietnam and Laos.
On this occasion, President Luong Cuong asked the Lao side to continue to pay attention and create favorable conditions for the Vietnamese community in Laos to do business, live stably and gradually consolidate their legal status.
Discussing regional and international issues, the two leaders agreed to increase information exchange and consultation to have a common voice on regional and world issues./.
