Information from the Vietnam Maritime Search and Rescue Coordination Center said that a fisherman from Binh Dinh named Nguyen Luy, born in 1971, in Tam Quan Nam ward, Hoai Nhon town, while on a fishing boat in the Hoang Sa archipelago sea area on June 21, 2025 on fishing boat BD 96774 TS, suffered a stroke with serious symptoms and a poor prognosis.

With the consent of the National Civil Defense Steering Committee, the Vietnam Maritime Administration and Waterways, the Vietnam Maritime Search and Rescue Coordination Center dispatched SAR 631 ship to leave Da Nang, on a journey to meet fishing boat BD 96774 TS to take advantage of the time to transfer the patient to the specialized search and rescue ship. When SAR 631 left the bridge to rescue, on board were 2 doctors from the Da Nang 115 Emergency Center carrying medical equipment and a number of medical drugs to serve the patient's emergency.
At 10:57 a.m. on June 23, 2025, SAR 631 approached ship BD96774 TS in the Hoang Sa archipelago area. Doctors and rescue workers performed first aid on the fishing boat and then transferred the patient to the emergency room on SAR 631.

At 1:30 a.m. on June 24, 2025, SAR 631 brought the patient to the Central Wharf in Da Nang and handed him over to the authorities to take him to Da Nang General Hospital for further emergency treatment. Upon reaching shore, due to timely diagnosis and emergency treatment, the patient was assessed to have overcome the critical stage, although he was still slow to respond and had paralysis on his right side.
