According to information from Phong Hai Commune Police, at around 8:00 a.m. on October 7, due to the influence of storm No. 11, in Phong Hai Commune, prolonged heavy rain could cause incidents and damage to people. Phong Hai Commune Police coordinated with local security forces to go directly to Km 189, National Highway 70 in Nam Chu Village, Phong Hai Commune to inspect and review. This is a high-risk area for landslides with a total of 5 households and 21 people.

Upon arriving, they saw some rocks and soil on the hill sliding down, while the family of Ms. Cao Thi Hien (born in 1970) including 3 members and 1 housekeeper (including 1 elderly person) was still in the house and refused to move. The Commune Police had to propagate, explain and firmly request the family to move to a safe place. After that, the family complied with the request of the authorities.

At about 8:30 a.m., the embankment behind Ms. Hien's house suddenly collapsed with about 15,000 cubic meters of rock and soil. The landslide completely collapsed a 2-story house and 2 level 4 houses (corrugated iron walls) with severe damage, burying all property.
Implementing the direction of the Director of Lao Cai Provincial Police, with the spirit, responsibility and seriousness in responding to storms and floods, the Phong Hai Commune Police and other local forces promptly evacuated and rescued 4 people from danger without any human loss; ensuring absolute safety for the people and the task force.
Immediately after the incident, Road Traffic Police Team No. 2, Traffic Police Department of the Provincial Police also arrived promptly to direct traffic and ensure traffic safety from a distance, support people to move vehicles out of the dangerous area, and at the same time guide vehicles to bring excavators to the scene to handle the landslide.

Currently, the landslide area still has the potential to continue due to weak ground and heavy rainfall. The Commune Police force has coordinated with local authorities to request households living nearby to temporarily evacuate to a safe place, and at the same time, dispatched forces to coordinate with the Traffic Police force on duty 24/7 to monitor developments and promptly respond if any situation arises.
In response to storm No. 10 and storm No. 11, by the end of October 6, the provincial police force had mobilized the evacuation of nearly 9,000 households and nearly 30,000 people from areas at risk of landslides with the motto: people's lives are paramount.
