Attending the Congress were Alternate member of the Party Central Committee, Deputy Secretary of Kon Tum Provincial Party Committee U Huan; Vice Chairman of Kon Tum Provincial People's Committee Y Ngoc; leaders of Kon Ray District Party Committee, People's Council, People's Committee and 150 delegates representing more than 20,000 ethnic minorities living in the district.
Kon Ray district has 07 communes and 01 town, with 49 villages and hamlets; ethnic minorities account for nearly 66% of the district's population. In recent years, the implementation of ethnic programs and policies in the district has always received attention from all levels and sectors from the central to local levels. The organization and implementation have been closely coordinated and synchronized. New investment, upgrading and repair of 243 works with a total cost of more than 477 billion VND. Since then, the system of intra-field canals, irrigation works, domestic water, schools, medical stations, roads, sports fields, and bridges have been put into service to ensure the needs of local socio -economic development.
At the same time, from the capital of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, the district has supported 22 poor households with housing difficulties; 19 poor households with residential land and production land; 139 poor households with job conversion; 520 poor households with scattered domestic water support. Investing in the construction of 04 centralized domestic water works to serve the domestic water needs of more than 479 households and 58 works of all kinds serving transportation, production, and daily life, contributing to improving the material and spiritual life of people in ethnic minority areas.
Thanks to that, up to now, the whole district has 04/06 communes meeting new rural standards, of which 01 commune is the first commune in the province to meet the model new rural commune standards, 01 commune is submitting for recognition of meeting the advanced new rural commune standards; 02 residential areas meeting the model new rural village standards; 11 villages and hamlets meeting the new rural village standards in ethnic minority areas. Average income per capita reached over 38 million VND by the end of 2023, an increase of nearly 14 million VND compared to 2019. The poverty rate decreased by an average of 6.6% per year.
The Congress discussed and unanimously approved the Resolution of the 4th Congress of Ethnic Minorities of Kon Ray District with the theme "Ethnic minorities of Kon Ray District unite, innovate, promote advantages, potentials, integrate and develop sustainably".
Speaking at the Congress, Vice Chairman of Kon Tum Provincial People's Committee Y Ngoc praised the achievements of Kon Ray district in the past time. At the same time, he requested that in the coming time, Party committees, authorities, organizations at all levels and ethnic people in the district focus resources on investment, development, construction of economic and social infrastructure in ethnic minority areas and effectively implement national target programs to promote economic development, reduce poverty quickly and sustainably. Innovate the content and methods of implementation and implementation of ethnic work in accordance with the requirements and tasks in the new situation.
Focus on planning, training, fostering, developing the contingent of cadres and party members, promoting the role of village elders, village chiefs, and prestigious people who are ethnic minorities. Build the great solidarity bloc of ethnic groups and promote the implementation of patriotic emulation movements and campaigns, especially the Campaign "Changing the thinking and working style of ethnic minorities, helping ethnic minorities to rise up and escape poverty sustainably".
Ethnic minorities continue to strive to rise up, promote the spirit of self-reliance and self-improvement; change their thinking and way of doing things; unite and help each other in labor, production and business; preserve and promote the fine cultural identities of ethnic groups; strictly comply with the Party's guidelines and policies, the State's policies and laws, and always trust in the leadership of the Party, the State, Party committees and authorities at all levels.
The Congress also elected 13 outstanding delegates to attend the 4th Congress of Ethnic Minorities of Kon Tum Province in 2024.
