From July 9 to 11, the 8th session of the 17th Provincial People's Council, term 2021 - 2026, will take place at the Provincial Convention Center. The session will focus on assessing the socio-economic development results in the first 6 months of the year, setting out tasks and solutions for the last 6 months of 2024; reviewing reports, submissions, draft resolutions and implementing a number of contents under its authority. On this occasion, Thai Binh Newspaper reporters interviewed comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council on solutions to improve the quality of sessions as well as resolutions issued by the Provincial People's Council at the session.

Reporter: Could you please tell us the key contents of the eighth session of the 17th Provincial People's Council?
Comrade Nguyen Tien Thanh: The 8th session of the Provincial People's Council, which will take place in 2.5 days, will consider and discuss 4 main groups of issues, including: 6 reports, 15 submissions and draft resolutions of the Provincial People's Committee submitted to the Provincial People's Council, 5 reports of the internal affairs sectors, 9 reports and submissions of the Standing Committee of the Provincial People's Council and the Provincial People's Council committees. The session will focus on discussing and assessing in-depth and comprehensively the socio-economic, national defense and security situation of the province in the first 6 months of 2024; pointing out shortcomings and limitations; analyzing and clarifying subjective and objective causes. Based on forecasts of the situation, opportunities, advantages and difficulties and challenges in the coming time, basic indicators and key tasks and solutions will be considered, decided and supplemented; Issue a number of important mechanisms and policies to promote socio-economic development, ensure national defense and security to successfully carry out political tasks in 2024 and the following years. The session will also review the results of handling voters' opinions and recommendations; conduct questioning and answering questions from heads of departments, branches and members of the Provincial People's Committee on a number of areas of interest to voters, and at the same time decide on the 2025 supervision program of the Provincial People's Council.
Reporter: Dear comrade, how has the Standing Committee of the Provincial People's Council innovated its direction and management methods in recent times to improve the quality and effectiveness of the Provincial People's Council meetings?
Comrade Nguyen Tien Thanh: In the past time, based on the provisions of the law; implementing the direction of the Central Committee, the Provincial Party Committee and the resolution on the plan to organize regular annual meetings, the Standing Committee of the Provincial People's Council coordinated with the Provincial People's Committee to direct specialized agencies to review and prepare early the content of mechanisms and policies that need to be submitted to the Provincial People's Council; promptly organize a conference to unify the expected content and agenda of the meeting. On that basis, the Standing Committee of the Provincial People's Council directed the Provincial People's Council committees and relevant agencies to prepare the content and documents for the meeting. Assigned the Provincial People's Council committees to be in charge of each report, submission, and draft resolution to closely coordinate from the beginning with the drafting agencies to prepare early and carefully all records and documents. Directed the Office of the National Assembly Delegation and the Provincial People's Council to closely coordinate with the advisory and professional agencies of the Provincial People's Committee to exchange information and documents for the meeting; Applying information technology and digital transformation in the preparation and organization of the meeting ensures publicity, transparency, science and professionalism. The management of the meeting's Presidium continues to be innovated in a flexible, scientific, effective and legal manner, reducing the time for reading reports and increasing the time for speaking, discussing, questioning and answering questions. The content of speeches and discussions is arranged in depth by topic and field, focusing on solutions to overcome shortcomings, limitations, remove difficulties and obstacles, and issue mechanisms and policies to promote socio -economic development.
Reporter: How do you evaluate the questioning activities at the recent Provincial People's Council meetings? What issues will the question and answer session at the eighth meeting focus on, comrade?
Comrade Nguyen Tien Thanh: In recent times, the questioning activities at the Provincial People's Council meetings have always been organized effectively in accordance with the provisions of law, ensuring transparency, openness, democracy with a spirit of openness, frankness and high responsibility. The questioning content has a focus, focusing on major, prominent issues that are of interest to a large number of voters and delegates; some contents have been re-questioned. Through the questioning activities, the responsibility of heads of departments, branches and members of the Provincial People's Committee in performing their duties and tasks has been enhanced; existing problems, difficulties and obstacles have also been resolved. However, some heads of departments and branches answered the questions in general terms, focusing on reporting achievements, not fully fulfilling their promises to voters and people.
At the eighth session, based on the synthesis of questioning proposals from committees, delegations and delegates of the Provincial People's Council, opinions and recommendations from voters and people in the province, the Standing Committee of the Provincial People's Council plans and submits to the Provincial People's Council to select groups of questions in the following fields: construction, industry and trade, agriculture, rural areas, natural resources and environment, information and communication, labor - war invalids and social affairs. The questioning and answering sessions will be broadcast live on Thai Binh Radio and Television, open to voters and people in the province for monitoring and supervision. For each questioning issue, not only the person proposed to answer the questions but also the heads of other departments and branches must participate in clarifying issues related to their responsibilities; the questioning issues will be supervised by the Provincial People's Council and the departments and branches will be required to report on the implementation results at the ninth session.
Provincial People's Council delegates use the "Paperless Session" software to study documents to discuss and decide on issues at the session.
Reporter: Could you please tell us what solutions are available to improve the quality of resolutions passed at provincial People's Council meetings?
Comrade Nguyen Tien Thanh: To improve the quality of resolutions passed at meetings, first of all, draft resolutions of the Provincial People's Council must closely follow the provisions of the law and the direction of the Party Committee, and be close to real life; the agency in charge of drafting the draft resolution must conduct a thorough survey, correctly assess the current situation, collect information, and organize to collect opinions from subjects directly affected by the resolution in a broad and thorough manner. Provincial People's Council committees must improve the quality of reviewing reports, submissions, and draft resolutions, and develop scientific reports on the results of the review, with full legal basis. Provide early and complete content and documents so that Provincial People's Council delegates have time to study and learn in order to participate in discussing, considering, and voting on important contents of the meeting that are close to reality and in line with the people's wishes.
Reporter: According to you, what solutions need to be implemented to put the resolutions of the Provincial People's Council passed at meetings into practice soon?
Comrade Nguyen Tien Thanh: After the resolutions of the Provincial People's Council are issued, Party committees and authorities at all levels must focus on leadership and direction to promote propaganda and implementation in a synchronous and unified manner with high political determination. The Provincial People's Committee shall promptly concretize the resolutions of the Provincial People's Council, direct specialized sectors to develop plans and provide specific instructions for timely, effective and proper implementation. The Provincial Fatherland Front Committee and socio-political organizations shall continue to widely disseminate the contents of the resolutions, mobilize people of all walks of life to well implement the Party's guidelines, policies and laws of the State, and resolutions issued by the Provincial People's Council, and at the same time supervise the implementation of the resolutions. The Standing Committee of the Provincial People's Council, the People's Council committees, delegations and delegates of the Provincial People's Council shall strengthen supervision of the implementation of the resolutions by departments, branches and localities.
