At the conference, representatives of the units in the emulation bloc discussed the activities to be implemented in 2025 and the criteria for evaluating the emulation. The members of the bloc all agreed with the idea of strengthening social security activities to accompany Hue City in implementing the temporary housing elimination program; and enhancing exchange activities between members of the bloc.

The signing of the emulation covenant aims to motivate all cadres, civil servants, public employees and workers of the units in the emulation bloc to overcome difficulties and excellently complete their professional tasks. The emulation movement is associated with the political and professional tasks of each unit, associated with the effective implementation of the campaign "Promoting learning and following the moral example of Ho Chi Minh". In particular, it focuses on innovating both the content and form of methods of organizing emulation movements to improve the quality and effectiveness of the emulation and reward movement, successfully implementing economic and social tasks in 2025.
