Disciplinary warning for the director of Khanh Hoa Sports Training Center

On the morning of October 9, the leader of Khanh Hoa Department of Culture and Sports said that the unit had issued a warning to Mr. Nguyen Minh Dat and a disciplinary reprimand to Ms. Hoang Thi Hang Nga - Deputy Director in charge of professional matters at this center.

Along with that, the cultural sector has directed the inspection agency to transfer the case file with signs of criminality to the investigation agency, Khanh Hoa Provincial Police. The provincial Department of Culture and Sports has directed the recovery of 500 million VND to the state budget.

So far, the provincial Department of Culture and Sports has forced coach Nguyen Ty of the U17 team and coach Dang Dao of the U19 Khanh Hoa team to resign because, as head coaches, they deliberately abused their positions and powers, causing losses to the state budget and embezzling part of the athletes' wages and food money.

Mr. Nguyen Ty and Mr. Dang Dao have remedied the consequences, paid wages and meals to the athletes based on the agreement between the coaches and athletes; and at the same time, paid all the lost money to the State Budget.

According to the leader of the Department of Culture and Sports, regarding the violations at the Khanh Hoa Sports Technical Training Center, this unit has also organized a self-criticism of the violating officials and decided to review and criticize the accountant, head of training department, and treasurer.

Before a series of officials at the Center were disciplined, the Department of Culture and Sports of Khanh Hoa province announced the conclusion of the inspection of the selection, management and use of athletes for the U15, U17, U19 and U21 football teams.

In particular, the inspector pointed out loopholes in the management and payment of wages to young players at the Center.

As reported by VTC News , according to the inspection conclusion of the Department of Culture, Sports and Tourism, Coach Nguyen Ty of the U17 team and Coach Dang Dao of the U19 Khanh Hoa team directly checked attendance, paid meals and wages to athletes through bank accounts and in cash (for athletes who have not opened a bank account).

Specifically, the U17 team practices every day of the week, except Sunday. However, in 2021, 2022 and 2023, there are many months when the team only practices from Monday to Friday every week. On Saturday, athletes in the province can go home and not practice, while athletes from other provinces stay at the center but do not practice in reality.

Thus, coach Nguyen Ty's work on Saturday caused a loss of more than 61.7 million VND to the state budget.

Two athletes were given a break from training by Mr. Ty but did not propose to the center director to terminate their labor contracts, and were still on the training list to receive wages and food allowances, resulting in a loss of nearly 123 million VND.

The athletes have ATM cards, however, the cards and passwords are kept by Mr. Ty and Mr. Dao to withdraw money to pay for food, wages and team activities.

The inspection conclusion stated that the two coaches Nguyen Ty and Dang Dao directly signed to receive money without the athlete's authorization, which was not in accordance with the provisions of Clause 1, Article 94 of the 2019 Labor Code. At the same time, keeping the athlete's ATM card and password was not in accordance with the regulations.

The inspection conclusion also showed that Mr. Nguyen Ty and Dang Dao also kept the athletes' food and wages.
