The socio -economic development situation in the first months of 2024 was quite positive, with GDP in the first quarter increasing by nearly 5.7%. Many economic indicators in the first 4 months have improved, such as: The health of the business community has recovered with the number of enterprises entering the market of 81.3 thousand enterprises, up 3% over the same period, FDI capital poured into Vietnam reached 9.3 billion USD, up 4.5%, the trade balance of goods surplus of 8.4 billion USD. Showing a quite impressive picture in the context of many world instabilities.

However, in that picture, there are still many shades of gray. On average, about 86.4 thousand businesses withdraw from the market each month, an increase of 12.2%. This shows that there are many unsuccessful business ideas, and the capital invested does not bring the expected results. Therefore, the business community hopes that at this session, in addition to discussing and considering existing difficulties, the National Assembly needs to consider risks and challenges arising from institutions, legal regulations, or operations of management agencies, ministries, branches, and localities.

In particular, the National Assembly passed the Land Law (amended) and took effect from July 1, which has a great impact on business activities of enterprises. This is the Government's effort to bring the Land Law into effect 6 months earlier than the beginning of 2025.

The business community desires a predictable business environment, which must be based on long-term legal documents and policies, based on consistent principles in management. The innovation in legal policies in the future will continue to foster the spirit of overcoming difficulties of businesses, thereby creating a strong driving force to promote economic recovery and development.
