Lam Ha on the 5-year journey of building new rural areas

From the consensus of the people to the determination of the government, after 5 years (2021 - 2025) of implementing the National Target Program on New Rural Construction (NTM), the rural face of Lam Ha district has many bright colors, opening the way for economic development and improving the quality of life.

Since the program was implemented, the Lam Ha District Party Committee, People's Council and People's Committee have closely and resolutely directed the program, with the active participation of the Fatherland Front and mass organizations, the advice of specialized agencies and the proactive implementation of the task of building new rural areas in localities, creating a comprehensive development movement in the district. In particular, the process of directing and organizing the implementation closely, synchronously, with appropriate steps has promoted the spirit of solidarity, consensus and the role of the people.

Up to now, in the district, 14/14 communes have been recognized by the Provincial People's Committee as meeting the new rural standards, reaching 100%; 4/14 communes have met the advanced new rural standards, reaching 28.6% and 2/14 communes have met the model new rural standards, reaching 14.3%; Lam Ha district was recognized by the Prime Minister as meeting the new rural district standards in 2020.

In the period of 2021 - 2025, the total mobilized resources to implement the New Rural Development Program are estimated at about 1,848,677 billion VND; of which, the state budget capital in direct investment is 1,342,809 billion VND; capital contributed by people is 505,868 billion VND, accounting for 27.4%. For example, in implementing the transport target, the locality implemented according to the set of criteria; the proportion of agricultural land area in rural areas with proactive irrigation and drainage reached 87.04%; there are 2 grassroots irrigation organizations operating effectively and sustainably; the proportion of the locality's key crop area with advanced irrigation and water-saving irrigation reached 25.42%.

In rural communes, there are 37 irrigation works and about 90 km of canals at all levels. In addition, people proactively and effectively exploit water resources on large river and stream systems with a total length of over 216 km, providing irrigation water for about 6,010 hectares of agricultural land and groundwater for 5,684 hectares of agricultural land. The rate of households directly registered and using electricity regularly and safely from various sources is 99.08%.

Up to now, the district People's Committee has 55 public schools in 14/14 communes; of which 47/55 schools meet national standards, reaching 85.46%; 4 schools meet standards on facilities and teaching equipment at level 2, reaching 7.27%. The district is recognized for maintaining universal preschool education for 5-year-old children, universal primaryeducation at level 3, universal lower secondary education at level 2 (of which 11/14 communes reach level 3), and illiteracy eradication at level 2.

Up to now, in the district, 14/14 communes have met the criteria for rural housing; the rate of households with solid houses in the whole district meeting the prescribed standards is 96%; over 85% of households have permanent or semi-permanent houses. The People's Committees of communes and towns continue to coordinate with the Economic - Infrastructure Department and related units and the People to renovate houses to ensure that the number of households in the commune with permanent or semi-permanent houses reaches over 87%.

By the end of 2024, the average income will reach 69.2 million VND/person/year; the average income will increase from 1 to 1.2 times each year; the general multidimensional poverty rate of the whole district will be 4.34%; the rate of trained workers in the whole district will reach 76.55%; the rate of trained workers with degrees and certificates will reach 28.21%; 13/14 communes will meet the OCOP targets; maintain and improve the quality of operations of cooperative economic types in the district, including 44 cooperatives and 80 cooperative groups operating in the agricultural sector.

Up to now, many establishments, enterprises and cooperatives have registered for evaluation and ranking with a total of 56 products classified from 3 to 4 stars. Currently, the number of commune health stations meeting national health standards is 14/14 communes; by the end of 2024, the number of people participating in Health Insurance is 138,366/149,583 of the district's population, reaching a coverage rate of 92.5%.

The district currently has 29 centralized water supply works operating stably. The rate of households using hygienic water accounts for 96.54%. Up to now, 100% of communes have applied information technology in handling administrative procedures; the rate of handling records through the electronic one-stop system at the People's Committees of communes has reached 100%; all communes have records generated online on the national public service portal; 14/14 communes have online public services at level 3 or higher; 14/14 communes handle administrative procedures in accordance with regulations and do not let complaints go beyond the level...

However, in implementing the criteria for building new rural areas, Lam Ha district still faces certain difficulties such as the slow implementation of the plan for building new rural areas in the period of 2021 - 2025 in some units. Some new rural criteria in communes have been achieved but are not yet stable, the quality is still limited, focusing on some criteria such as Planning, Education, Production Organization, Multidimensional Poverty, Labor, Health, Environment, Quality of Living Environment. The implementation of criteria for organizing production and developing rural economy, developing models of linking production and consumption of products in agriculture still faces many difficulties; maintaining and establishing new cooperatives according to the Law on Cooperatives in 2023 is still limited.

Entering the new phase, from the established orientation, localities continue to implement the construction and improvement of the quality of the new rural and advanced rural criteria with the goal of: Building a comprehensively developed rural area with a synchronous and modern socio-economic infrastructure, a reasonable economic structure and production organization, a safe and healthy living environment, rich in national cultural identity; the level, material and spiritual life of each rural person is increasingly high, gradually narrowing the gap between rural and urban areas in terms of both distance and living standards; security and order in rural areas are maintained; the Party organization and the political system at the grassroots level are clean and strong. Along with that, building new rural areas in the direction of continuing to comprehensively improve the quality of criteria in building advanced new rural areas and model new rural areas.
