Clarifying investment plan for Hanoi's Eastern Belt Railway

On September 15, the Ministry of Transport issued Notice No. 283/TB - BGTVT announcing the conclusion of Deputy Minister Nguyen Danh Huy at the meeting to review and evaluate the Pre-Feasibility Study Report of the Eastern Belt Railway proposed by the Railway Project Management Board.

Accordingly, Deputy Minister Nguyen Danh Huy said that the research on investment in the Eastern belt railway of Hanoi city must be placed in an overall relationship with the regional transport system of the capital region with the legal basis for development orientation being the railway network planning for the period 2021 - 2030, with a vision to 2050.

Deputy Minister Nguyen Danh Huy requested the Railway Project Management Board to urgently update information, current status data, planning and related projects to ensure completeness and accuracy as a basis for project research. In particular, it is necessary to investigate and survey traffic demand in the area to serve as a basis for forecasting transportation demand.

Based on the results of traffic investigation and survey, develop development scenarios and forecast models; accurately forecast transportation demand results; clarify departure and destination points (OD), transportation demand at high-volume hubs, transportation density on railway sections and routes, especially the number of passengers and cargo loading and unloading volume at major hub stations in future periods.

The Ministry of Transport also requested the Railway Project Management Board to study, calculate, and propose an optimal train operation plan associated with the stages of forming the railway network in the Hanoi city hub, associated with the Lao Cai - Hanoi - Hai Phong railway line; study and clarify the plan for jointly exploiting urban railways and suburban railways with national railways to promote investment efficiency.

Regarding the selection of the main technical level and technical standards of the project, the leader of the Ministry of Transport said that the project establishment unit needs to study and propose in a synchronous, modern and open direction to ensure convenient and effective connection of railway lines in the hub area (including both inner and outer railways); the selection of technical level, technology, and signal information needs to take into account the common exploitation plan, ensuring traffic capacity and compatibility with train types when running together with the Lao Cai - Hanoi - Hai Phong route and the urban railway.

The leaders of the Ministry of Transport basically agreed on the route following Hanoi's Ring Road 4; connecting branch routes must be studied and proposed specifically and synchronously with stations, depots, and transport hubs, ensuring capacity meeting requirements, saving investment costs, and transport exploitation efficiency.

For Lac Dao station, the leaders of the Ministry of Transport requested a review of functions, tasks, and transportation needs to determine the appropriate scope and scale of investment.

Regarding the design solution of stations, including Lac Dao station, it is necessary to study the location to ensure convenient and effective exploitation; calculate the overall layout of the stations to ensure full and detailed representation of functional subdivisions (station square, station, yard, cargo handling area, locomotive and wagon depot, power station, railway lines and external traffic connecting to the station area...) and calculate the area to ensure meeting the exploitation capacity.

According to Decision No. 1769/QD-TTg dated October 19, 2021 of the Prime Minister on approving the Railway Network Planning for the period 2021 - 2030, with a vision to 2050, the Eastern belt line of Hanoi city from Ngoc Hoi - Lac Dao - Bac Hong is one of 9 newly planned railway lines.

The Eastern belt railway of Hanoi from Ngoc Hoi - Lac Dao - Bac Hong is a double track, with a gauge of 1,000 mm and 1,435 mm, about 59 km long, invested in the period up to 2030./.
