
Commenting on Article 6 on the structure of the national education system, delegate Nguyen Tam Hung suggested clarifying the boundary between “vocational secondary school” and “secondary school” to avoid confusion, especially for the teaching staff. According to the delegate, if there is no unified regulation on output standards and study volume, there is a risk of overlapping teaching tasks, affecting the remuneration regime, payroll, and staffing of teachers at all levels.
Regarding career guidance and streaming, delegates commented that high school teachers are currently under great pressure in implementing career guidance; therefore, it is recommended to add responsibilities to the commune and provincial authorities to avoid pushing the work onto schools. "Streamlining is only effective when there are resources, it cannot rely solely on teachers' efforts," the delegate stated.
Regarding the management of diplomas and certificates, delegate Nguyen Tam Hung emphasized that the implementation of electronic diplomas is necessary but needs to be accompanied by a centralized identification authentication mechanism, clearly defining the responsibilities of each level in handling academic fraud.

Regarding science, technology and artificial intelligence activities, delegates appreciated the draft Law's recognition of the role of AI in education; however, it is necessary to clarify the "controlled" criteria, especially the requirement to protect the personal data of teachers, who are increasingly using digital platforms in classroom management. Without strict regulations, there will be a potential risk of privacy infringement and creating unnecessary pressure.
Delegates also expressed their agreement with the policy of having a unified set of textbooks nationwide, but said that it is necessary to clearly define the selection mechanism, the accountability of the National Appraisal Council, and the editing process when books have errors. Because teachers are the ones who directly bear the pressure from parents and students when books have shortcomings.

Regarding the authority to establish educational facilities, delegates said that the assignment of the Commune People's Committee Chairman to establish kindergartens, primary schools, and secondary schools should be accompanied by standards on appraisal capacity and control mechanisms at the provincial level, avoiding the situation of establishing schools when the facilities do not meet requirements, leading to quality risks that teachers are the first to bear.
Regarding tuition and educational services, delegates pointed out the fact that teachers are under pressure to explain service fees; therefore, it is recommended to require 100% disclosure of fees to ensure that teachers are not put in a position of having to explain on behalf of the school, while increasing transparency and strengthening social trust.
Delegates also recommended that the Government provide free textbooks to all students from the 2026-2027 school year, demonstrating the Party and State's concern for the future of education and reducing the financial burden on students' families.
