Deepening Vietnam-Singapore relations

On the morning of May 29th, immediately following the solemn State welcoming ceremony held at the Singapore Ministry of Foreign Affairs headquarters with the highest protocol reserved for heads of state, General Secretary and President To Lam held talks with Singaporean President Tharman Shanmugaratnam.

President Tharman Shanmugaratnam welcomed General Secretary and President To Lam and his wife, along with the high-level delegation of the Vietnamese Party and State, on their state visit to Singapore; and congratulated General Secretary and President To Lam on being elected President of Vietnam by the 16th National Assembly .

We believe Vietnam will continue to develop dynamically.

Highly appreciating and expressing admiration for Vietnam's rapid development, President Tharman Shanmugaratnam expressed confidence that under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, Vietnam will continue to develop dynamically and constantly enhance its international standing. In the context of the current volatile and complex world , President Tharman Shanmugaratnam emphasized that he and other Singaporean leaders are eagerly awaiting General Secretary and President To Lam's keynote address at the Shangri-La Dialogue on the evening of May 29th, through which they can gain a deeper understanding of Vietnam's vision for the region and the world.

General Secretary and President To Lam sincerely thanked President Tharman Shanmugaratnam, the State and people of Singapore for the warm, cordial and respectful welcome extended to the delegation; expressed his pleasure at returning to visit Singapore in his capacity as the head of the Vietnamese Party and State; and emphasized that the visit strongly affirms Vietnam's message of always giving high priority to relations with Singapore and its determination to build an exemplary cooperation model in the new era.

General Secretary and President To Lam also congratulated and affirmed that Singapore's development achievements in recent years, especially in the current global context, have demonstrated Singapore's proactiveness, confidence, and vision.

Continue to create new breakthroughs.

During the talks, the two leaders expressed pleasure at the positive and comprehensive development of bilateral relations since their upgrading to a Comprehensive Strategic Partnership in March 2025. This includes deep political trust, close economic cooperation, and stronger people-to-people exchanges. The two countries are also stepping up cooperation in key areas such as digital transformation, science and technology, clean energy, carbon credit exchange, cybersecurity, emerging technologies, and financial centers.

The two leaders emphasized that the Association of Southeast Asian Nations (ASEAN) plays an important role and has much room for cooperation, so Vietnam and Singapore need to promote ASEAN cooperation and connectivity initiatives in the coming time.

General Secretary and President To Lam and President Tharman Shanmugaratnam shared many views on the direction of cooperation in the coming time; agreed to continue to further deepen political trust, and highly appreciated the increasingly substantive cooperation between the two ruling parties, creating a foundation for strategic connectivity and long-term cooperation between the two countries.

Both sides agreed to continue creating new breakthroughs to deepen economic cooperation, improve its quality and efficiency, promote high-quality two-way investment flows, focus on strategic sectors with high added value, and strengthen business connections between the two countries. Vietnam highly appreciates the ASEAN Grid Initiative and will strive to contribute responsibly to its implementation, understanding the importance of energy for development, especially science and technology.

President Tharman Shanmugaratnam agreed with General Secretary and President To Lam on promoting science, technology, and innovation as a pillar of the comprehensive strategic partnership, including accelerating the implementation of the model connecting the State, businesses, and researchers, linking research with application.

Both sides also agreed to further deepen defense and security cooperation commensurate with the stature of the relationship and the high level of political trust between the two countries, and to expand cooperation in new areas. The two leaders emphasized the importance of strengthening the social foundation for bilateral relations through cultural cooperation and people-to-people exchanges.

The two leaders affirmed their commitment to strengthening effective coordination, mutual support in multilateral forums, upholding multilateralism, and reinforcing the role of the United Nations in addressing global security and development issues; consolidating ASEAN's central role, especially as Singapore assumes the ASEAN chairmanship in 2027 and Vietnam hosts the Asia-Pacific Economic Cooperation (APEC) Forum in 2027; and promoting effective, substantive, and efficient negotiations on the Code of Conduct in the South China Sea (COC).

General Secretary and President To Lam and President Tharman Shanmugaratnam agreed to encourage ministries and agencies to actively implement the agreements reached, bringing the Vietnam-Singapore Comprehensive Strategic Partnership to a new qualitative stage of development.

On this occasion, General Secretary and President To Lam respectfully invited President Tharman Shanmugaratnam and his wife to visit Vietnam. President Tharman Shanmugaratnam thanked him and happily accepted the invitation.
