TPO - The Lang - Hoa Lac road expansion and completion project was implemented by Vinaconex but has not yet transferred 14.9 billion VND in compensation and support for site clearance to Thach That district, Hanoi. The Inspectorate of the Ministry of Natural Resources and Environment has been reviewing the implementation process of this project.
Vietnam Construction and Import-Export Joint Stock Corporation Vinaconex has just issued a response document regarding the project to expand and complete Lang - Hoa Lac road.
Currently, Vinaconex has not transferred to the Land Fund Development Center of Thach That district the amount of 14.9 billion VND, of which 14.5 billion VND is compensation and support for site clearance paid to organizations, households and individuals.
Explaining the above debt, Vinaconex said that the representative of the corporation is the Project Management Board for Construction Investment (PMU) to expand Lang - Hoa Lac road (PMU Lang - Hoa Lac) signed a contract with the Land Clearance Council of Thach That district (now "the Land Fund Development Center of Thach That district) to carry out land acquisition and site clearance (GPMB) to serve the project construction.
In order, based on the decisions approving the land acquisition and compensation budget plan of the competent authority, the Lang - Hoa Lac Project Management Board is responsible for collecting documents and carrying out procedures for advance payment from the Hanoi State Treasury. The Thach That District Land Acquisition and Compensation Council directly pays the land acquisition and compensation money to the subjects whose land is recovered.
After the Thach That district land acquisition council has paid the land acquisition fee, the Lang - Hoa Lac Project Management Board receives the documents and certificates of the Thach That district land acquisition council to carry out the procedures for refunding the advance payment to the State Treasury Transaction Office according to regulations.

According to Vinaconex, all funding sources for project implementation, including site clearance funds, are allocated from the State Budget, not from Vinaconex Corporation's capital.
Regarding the shortcomings in site clearance, Vinaconex said that at the end of 2014, Vinaconex sent document No. 02837/2014 /CV-XD-LHL to competent State agencies requesting capital allocation for the project, including a recommendation to settle the compensation amount of 11.7 billion VND for 2 enterprises, Lisohaka and Minh Nguyet Tea, to refund the advance payment to the State Treasury Transaction Office.
On October 8, 2019, Vinaconex Corporation sent a document to the State Treasury Transaction Department requesting consideration and control of the advance payment of VND 11.7 billion (of two units Lisohaka and Minh Nguyet tea) for the Land Fund Development Center of Thach That district to pay to households that have approved the land acquisition plan (attached with a request for payment of investment capital, advance payment documents for the two enterprises).
However, due to the lack of detailed estimates and compensation plans for each unit according to additional requirements (Attached file receipt), the State Treasury Transaction Office has no basis to make an advance payment to the Thach That District Land Fund Development Center.
Mr. Le Thanh Nam - Director of the Hanoi Department of Natural Resources and Environment - said that the Hanoi Department of Natural Resources and Environment is checking the cost of land clearance for the Lang - Hoa Lac road expansion and completion project implemented by Vinaconex. In addition, the Inspectorate of the Ministry of Natural Resources and Environment has been reviewing the implementation process of this project.
After many years of use, the two service roads have now deteriorated in many places. Especially in the rainy season, some sections of the service roads are flooded, making it difficult for vehicles to move.
According to the design, the Lang - Hoa Lac Road Expansion Project has a total investment of more than 7,527 billion VND, a total length of 29.264 km, a cross-section of 140 to 170 m, including four expressway lanes and two internal lanes, more than 50 bridges and tunnels of all kinds. This will be the most modern and beautiful road in the capital Hanoi. The project started construction on March 20, 2005 with Vinaconex as the general contractor.
