For the first time, the National Assembly Standing Committee organized a Law-making Forum.

The first Law-making Forum with the theme "Improving institutions and laws to meet the requirements of national development in the new era" will be held by the National Assembly Standing Committee on the morning of November 22.

Implementing Plan No. 1405/KH-UBTVQH15 dated August 29, 2025 of the National Assembly Standing Committee, on the morning of November 22, 2025 (from 7:30 a.m. to 11:30 a.m.) at Thang Long Meeting Room, National Assembly House, the National Assembly Standing Committee organized the first Law-making Forum with the theme "Improving institutions and laws to meet the requirements of national development in the new era".

According to the program: attending and chairing the Forum are comrades: National Assembly Chairman Tran Thanh Man ; Vice Chairman of the National Assembly Nguyen Khac Dinh; Deputy Prime Minister Ho Quoc Dung; Chairman of the Committee on Law and Justice Hoang Thanh Tung; Minister of Justice Nguyen Hai Ninh.

Delegates attending the Forum include: Permanent Vice Chairman of the National Assembly Do Van Chien; Vice Chairmen of the National Assembly: Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Vu Hong Thanh, Le Minh Hoan; Members of the National Assembly Standing Committee; Secretary General of the National Assembly - Head of the Office of the National Assembly; Deputy Secretaries of the National Assembly Party Committee; Head and Deputy Head of the National Assembly Delegation of 34 provinces and cities; full-time National Assembly deputies at central and local levels; Member of the National Assembly's Committee on Law and Justice; Representatives of the leaders of the Party agencies, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, and the Central Committee of the Vietnam Fatherland Front; Representatives of Leaders of Ministries, ministerial-level agencies, Office of the President; representatives of the Standing Committee of the People's Council and People's Committee of a number of provinces and cities; representatives of the Vietnam Federation of Commerce and Industry (VCCI), a number of research institutes and universities; some experts, scientists, researchers; reporters of news agencies and newspapers in the Central and Hanoi.

The organization of the Forum is of great importance to exchange, discuss and comprehensively evaluate the work of law-making since the beginning of the 15th National Assembly's term until now, focusing on innovating thinking on law-making, evaluating outstanding results in the National Assembly's legislative work, drawing lessons and good practices to continue promoting and replicating; At the same time, it assesses the limitations and points that need to be further improved, summarizes theory and practice to propose orientations and solutions to continue improving the effectiveness of the National Assembly's legislative activities in the coming time, contributing to perfecting the institution and creating rapid and sustainable national development in the new era.

According to the program, after National Assembly Chairman Tran Thanh Man delivers the opening speech at the Forum, delegates will watch the video clip "Institutions and laws go ahead and pave the way - Imprint of the 15th National Assembly"; Listen to Chairman of the Committee on Law and Justice Hoang Thanh Tung present the introductory overview report and representatives of agencies present 5 papers with the following topics:

(1) The role of institutions in liberating resources, making science, technology, innovation and digital transformation become important driving forces for Vietnam's rapid and sustainable development, towards the goal of a developed, high-income country by 2045;

(2) Innovating and perfecting the structure of Vietnam's legal system to meet the requirements of national development in the new era associated with the development of the Legislative Orientation for the term of the 16th National Assembly;

(3) Innovate and perfect the law on socialist-oriented market economy to create national competitive advantages and effectively attract all resources for national development;

(4) Implementation of legal regulations on decentralization, decentralization, and delegation of powers in the operation of the 2-level local government model - Looking from local practice, recommendations, and solutions;

(5) Breakthrough solutions to improve the quality of human resources in law-making and law enforcement.
