On the afternoon of November 24, at the National Assembly House, receiving the business delegation of the European-ASEAN Business Council and the European Business Association in Vietnam, the National Assembly Chairman said that the National Assembly is actively researching and adjusting policies and laws to create favorable conditions for the development of the domestic and foreign business community.

On behalf of the delegation, Chairman of the EU-ASEAN Business Council Jens Ruebbert expressed his honor that National Assembly Chairman Tran Thanh Man and leaders of Vietnamese ministries and sectors took the time to meet and discuss to strengthen economic , trade and investment cooperation between the two sides.

Mr. Jens Ruebbert also expressed his deep sympathy for the serious damage that Vietnam has suffered due to recent storms, floods and natural disasters, hoping that the Vietnamese people will soon overcome difficulties and stabilize their lives.

With the presence of more than 120 delegates from more than 40 leading EU enterprises, Mr. Jens Ruebbert affirmed that this shows the great interest of the European business community in the Vietnamese market.

According to the Chairman of the EU-ASEAN Business Council, Vietnam-EU relations have recently had very dynamic, substantial and comprehensive developments in many fields. The EU continues to be one of Vietnam's leading trade and investment partners, while Vietnam is the EU's 16th largest trade partner and the largest in ASEAN. The implementation of the Vietnam-EU Free Trade Agreement (EVFTA) has helped two-way trade maintain a positive growth momentum, averaging 10-15% per year.

The Chairman of the EU-ASEAN Business Council emphasized that the impressive figures demonstrated the extensive cooperation between the two economies. European businesses highly appreciated Vietnam's efforts in opening up trade activities, strengthening economic reforms, stabilizing the country, improving export competitiveness, and the rapid digital transformation process, which have continued to strengthen Vietnam's position as one of ASEAN's leading destinations for foreign investment, especially in the fields of high-tech manufacturing, services and renewable energy.

The Chairman of the EU-ASEAN Business Council hopes that through the meeting and exchange, European businesses will better understand Vietnam's priorities and identify areas where the two sides can cooperate to promote common economic goals.

At the meeting, representatives of European enterprises raised many valid opinions, showing deep interest in the investment and business environment in Vietnam related to the Resolution on the mechanism to remove difficulties for energy development in the period 2026-2030; the draft Law on Disease Prevention, the mechanism for managing the Disease Prevention Fund, managing pharmaceuticals and health protection foods, etc.

Opinions also made recommendations related to the law-making process, especially the requirement to improve the quality of policy impact assessment, expand business consultation, etc.

Speaking at the reception, National Assembly Chairman Tran Thanh Man emphasized that Vietnam considers the European Union and the EU-ASEAN business community as important partners in the process of economic-trade development and deep, substantive and effective international integration.

Vietnam's consistent policy is to maintain political, economic and social stability; build an independent and self-reliant economy coupled with proactive and active international integration; promote strategic breakthroughs in institutions, infrastructure, human resources, science, technology, innovation and national digital transformation.

The National Assembly Chairman stated that, in performing the legislative function, exercising supreme supervision and deciding on important national issues, the Vietnamese National Assembly always pays attention to and closely follows issues related to the investment and business environment; economic and social development and creates policies to support businesses, especially foreign businesses, including investors from Europe.

The activities of the National Assembly are not only related to the promulgation of laws and resolutions, but also aim at monitoring, evaluating the implementation and reform of policies to create a transparent, fair and favorable business environment for enterprises.

Over the years, the Vietnamese National Assembly has implemented many important reforms in the legal system, with the aim of perfecting the legal framework for investment activities. The National Assembly is also actively researching and adjusting policies and laws to suit practical requirements, creating favorable conditions for the development of the business community, while enhancing the competitiveness of the Vietnamese economy in the international arena.

Thanking the delegation for their frank and constructive recommendations, National Assembly Chairman Tran Thanh Man affirmed that the National Assembly will closely coordinate with the Government to absorb and fully study the proposals, thereby creating a more transparent, stable and favorable legal environment for European businesses to operate successfully and long-term in Vietnam.

Based on the opinions, the National Assembly Chairman suggested that the EU-ASEAN Business Council, the European Chamber of Commerce in Vietnam (EuroCham) and member enterprises continue to accompany Vietnam; coordinate to effectively implement the Vietnam-European Union Free Trade Agreement (EVFTA), further open the market, in order to maintain the position of the two leading trade partners of each other.

On this occasion, the National Assembly Chairman asked businesses to have a voice to urge the remaining 7 EU member countries (Ireland, Austria, Belgium, Germany, the Netherlands, France, Slovenia) to complete the ratification of the Vietnam-EU Investment Protection Agreement (EVIPA) to create a new breakthrough in the investment field between the two sides; at the same time, have a voice to urge the European Commission to soon remove the IUU yellow card for Vietnam's seafood exports, contributing to ensuring supply for the EU market.

Recently, the EU-ASEAN Business Council and the European Business Association in Vietnam have increased exchanges and dialogues with the National Assembly and the Government of Vietnam on issues related to institutional improvement, quality of policy impact assessment, business consultation and transparency and stability of laws, helping Vietnam perfect its policy system in accordance with international practices.

The EU-ASEAN Business Council and the European Business Association in Vietnam have closely coordinated with the National Assembly's agencies in contributing opinions on macroeconomic issues, thereby jointly building a more transparent, stable and competitive investment and business environment for EU enterprises in Vietnam. Promoting cooperation in the EU's strengths such as green transformation, digital transformation, clean agriculture, high-quality human resource training, science and technology, innovation, etc.

The National Assembly Chairman stated: Vietnam welcomes European businesses to invest in Vietnam in high-tech projects, green growth, renewable energy, transport and environmental infrastructure, smart cities, sustainable fisheries development, etc.

The National Assembly Chairman proposed continuing to support Vietnamese enterprises to participate more deeply in the EU supply chain through technology transfer, quality standards and connections with European corporations in Vietnam's priority fields such as high technology, digital economy and sustainable development.

The National Assembly Chairman affirmed that the Vietnamese National Assembly will continue to listen, absorb and consider opinions and proposals from businesses, including European businesses, to promote solutions to improve the investment environment, minimize barriers and create a flexible and transparent legal system, creating favorable conditions for the development of domestic and foreign businesses; continue to strengthen coordination between legislative bodies and businesses to ensure that policies and laws will increasingly be suitable to practical requirements, especially in promoting large investment projects, new technologies and sustainable development initiatives.
