In his concluding remarks, Vice Chairman of the National Assembly Tran Quang Phuong said that 19 delegates spoke and 1 gave a debate. The discussion atmosphere was very lively, democratic, intellectual, objective, with a lot of information from practice, with a clear, profound, and comprehensive political and legal basis, demonstrating the high concern and responsibility of the National Assembly deputies for the draft law that has been absorbed and revised. Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh, on behalf of the drafting agency, reported and explained a number of issues discussed by the National Assembly deputies.

Through discussion, the National Assembly deputies highly appreciated the sense of responsibility of the National Assembly Standing Committee in directing the Committee for Petitions and Supervision, coordinating with relevant agencies to conduct thorough research, organize many seminars, in-depth discussions, and conduct practical surveys to collect data and information useful for receiving, revising, and explaining the opinions of National Assembly deputies, and perfecting the content of the draft Law. At the same time, they affirmed that the draft Law clearly demonstrated the innovative thinking, law-making, conciseness, accessibility, and compliance with the authority of the National Assembly.

Regarding the supervisory authority of the National Assembly and People's Councils, the National Assembly deputies requested that each supervisory entity be clearer and more specific. The deputies also emphasized digital transformation and the application of digital technology in supervision; the responsibilities of agencies and organizations subject to supervision, especially the heads; ensuring supervision from the time of policy planning, concretization into laws and policy implementation, so that policies can be put into practice.

The Vice Chairman of the National Assembly emphasized that issues that are mature, clear, and within the authority of the National Assembly will be included in the law, with thorough decentralization and delegation of power. Issues that are in motion and development will be assigned to the National Assembly Standing Committee and regulatory agencies to provide detailed guidance on the implementation of the law, and must be consistent with the laws passed by the National Assembly as well as the laws prepared for passage at the Tenth Session.
