New Ho Chi Minh City reshapes space and development pillars
Speaking at the opening ceremony, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang acknowledged that the city is entering a new phase of development, with a broad vision and a desire to elevate the city to international status. With more than 14 million people and contributing nearly 25% of the country's GDP, Ho Chi Minh City continues to affirm its role as a center of training, economics , trade, finance, industry, education, health care and international trade in Vietnam.
After merging with Binh Duong and Ba Ria-Vung Tau , the city is strongly restructuring the development space, building a new strategy based on multi-layered thinking and integrated connectivity. Specifically, Ho Chi Minh City has shaped 3 regions, 3 corridors and 5 strategic pillars, including: high-tech industry and innovation with the driving force of digital technology , AI and big data; logistics associated with seaports, aviation, free trade zones; developing an international financial center; promoting tourism and cultural industries as value-added industries; improving the quality of education , health care, science and technology according to regional and international standards.

However, on the journey towards a modern and dynamic metropolis, Ho Chi Minh City is still facing many challenges. The pressure of governance of a large-scale urban area, the lack of financial - technological - infrastructure resources, along with the urgent need for high-quality human resources are creating significant bottlenecks. In addition, the logistics and transportation systems are not yet complete, the quality of public services needs to continue to be improved, and administrative procedures need to be further improved. Meanwhile, competition between economic centers in the region is increasingly fierce.
To overcome these challenges, Secretary of the City Party Committee Tran Luu Quang emphasized that the city must innovate more drastically, maximize internal resources and proactively expand cooperation to attract experts, intellectuals and domestic and foreign enterprises.
"Despite facing many challenges, the city is firmly on the path of innovation, expanding cooperation and attracting resources to create a strong shift in the new development stage. Today's event opens up a space for open and trustworthy strategic dialogue between city leaders and a team of experts, scholars and leaders of domestic and international corporations. This is an opportunity for Ho Chi Minh City to listen to recommendations, focus on key areas in the new development strategy, and at the same time demonstrate its commitment to improving the investment and business environment, enhancing governance capacity and removing bottlenecks for businesses," Mr. Tran Luu Quang suggested.

During the nearly 90-minute dialogue session chaired by Prime Minister Pham Minh Chinh, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang and Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, many leaders of large domestic and foreign corporations shared their opinions and expressed their willingness to cooperate with the city to implement major projects on digital transformation - green transformation, digital infrastructure - strategic infrastructure, international financial center, high-tech human resource development (especially AI)...
Also within the framework of the program, many important memorandums of understanding were signed between Ho Chi Minh City departments and branches with enterprises and international partners, ranging from AI, semiconductors, data, logistics, financial centers, supply chains, to low-altitude space technology. The participation and interest of the world's leading corporations such as Sun Seven Stars, Huawei, Foxconn, Schneider Electric, Siemens, Hitachi, Hikvision, Sunwah, Nokia... shows the growing attraction of Ho Chi Minh City as an investment destination for new-generation technology and infrastructure. The Prime Minister acknowledged that these are two very challenging goals, but Vietnam has shown its determination with specific roadmaps: this year, we must achieve 8% growth and from 2026, we must achieve double-digit growth for 10-15 consecutive years. On that journey, the support and assistance of international friends in the spirit of listening, understanding, sharing and acting together, doing together, enjoying victory together, and developing together is an important driving force. It is these sentiments that have encouraged Vietnam to be determined to achieve the goals in the spirit of turning nothing into something, turning difficult into easy, and turning the impossible into possible.
According to Prime Minister Pham Minh Chinh, Vietnam in general and Ho Chi Minh City in particular are facing a special context: The world is changing rapidly and unpredictably, multilateralism is threatened. World growth is slowing down, the consequences of the Covid-19 pandemic are still present. Public debt is increasing, global trade is declining due to tariff policies, meaning the circulation of goods is decreasing, directly affecting the production and business situation and people's livelihoods and incomes... In that context, Vietnam remains steadfast in its orientation of building a socialist-oriented market economy, implementing three strategic breakthroughs: open institutions, smooth infrastructure, and smart governance. For Ho Chi Minh City alone, the city's leaders have clearly identified 5 pillars of development and to do so, they must have capital and develop the capital market. That is why Ho Chi Minh City must develop an international financial center. The National Assembly has issued Resolution 222, the Government has 8 Decrees, everything is being prepared very well and Ho Chi Minh City will soon launch an international financial center this year. According to the Prime Minister, Ho Chi Minh City really needs the support of world business leaders and international financial institutions. In addition, in terms of infrastructure, Ho Chi Minh City needs the cooperation of international friends to develop digital infrastructure. Along with the institutions, the financial center of Ho Chi Minh City will be established later, so there must be more competitive institutions. The head of the Government hopes that when the city announces the institutions, international enterprises will support and invest. In addition, Ho Chi Minh City wants to learn about human resource development and smart governance.

Vietnam - Japan develop win-win models
On the morning of November 25, in Quang Ninh, Prime Minister Pham Minh Chinh attended and spoke at the first Vietnam - Japan Local Cooperation Forum, with the theme "Accompanying comprehensive development - Creating a sustainable future".
Looking back on more than 1,300 years of people-to-people exchange and more than 50 years of diplomatic relations, the Prime Minister emphasized that Vietnam and Japan have continuously cultivated a friendly and cooperative relationship that is increasingly trustworthy, comprehensive, practical and effective.
