On the morning of November 25, continuing the 10th Session, discussing at Group 11 (Can Tho Delegation and Dien Bien Delegation) on the National Target Program on Modernization and Improving the Quality of Education and Training for the 2026-2035 period, National Assembly Chairman Tran Thanh Man stated that education and training in the new period are strongly affected by the Fourth Industrial Revolution, especially the explosion of artificial intelligence and the increasing demand for high-quality human resources, so a revolution in thinking is needed, with a long-term vision, forecasting the development trends of society and the labor market in the future.

The National Assembly Chairman said that first of all, we must shift from the goal of imparting knowledge to developing problem-solving skills. The role of teachers also needs to shift from knowledge transmitters to guides and inspirers. Learning space is no longer limited to “four walls” but must be learned anytime, anywhere.

Student assessment also needs to shift from test scores to assessment of learning processes and products. The National Assembly Chairman affirmed that the effectiveness of the program depends on the implementation from the central to local levels, so the program must ensure resources and financial mechanisms, thoroughly overcome the situation of complicated disbursement procedures, slow disbursement, dispersion, and fragmentation; there needs to be a flexible capital allocation mechanism, creating conditions for localities to proactively adjust to reality, in accordance with the spirit of "locality decides, locality does, locality is responsible, the central government creates and supervises"...

Regarding the fields of health care, population and development, the National Assembly Chairman said that it is necessary to promote preventive medicine and improve public health. “Prevention is better than cure” must be considered a core principle to reduce the burden of disease, including controlling non-communicable diseases, expanding immunization, educating healthy lifestyles and protecting the environment…


At the same time, it is necessary to strengthen and innovate grassroots healthcare, because this is the most important foundation; it is necessary to improve the capacity of commune and ward health stations; equip basic diagnostic equipment and a list of essential medicines so that people can feel secure in receiving medical examination and treatment right at the grassroots level. In the afternoon, the National Assembly discussed the draft Law on Drug Prevention and Control (amended).

Comments stated that the draft Law creates a more comprehensive, unified, drastic and humane legal framework in the face of the complex developments of drug crimes; approaches international standards, shifts the focus from suppression to sustainable prevention, effective drug rehabilitation, and social integration.

To complete the draft Law, delegate Nguyen Tam Hung (Ho Chi Minh City Delegation) said that, regarding the State's policy on drug prevention and control, the Drafting Committee needs to study, consider and supplement regulations on prioritizing resources, technology and inter-sectoral coordination mechanisms in controlling synthetic drugs and new-generation drugs.

In practice, most drug cases today involve synthetic drugs, continuous “complications” and the use of high technology. Without separate mechanisms and policies, the law will always “run behind” reality and will have difficulty protecting security and people.


Agreeing with the expansion of electronic monitoring for voluntary drug addicts, people under post-rehabilitation management, etc., delegate Nguyen Thi Viet Nga (Hai Phong Delegation) and several other delegates said that this is one of the new progressive points, helping to modernize drug addiction management work, in line with international trends.

Electronic monitoring helps authorities detect early risks of relapse, detect exposure to drug “hotspots” or high-risk groups. This is a great support for local authorities who are understaffed.

Besides, when drug addicts voluntarily quit at home, the community will not be isolated in a centralized environment.

Electronic monitoring is a "soft fence" that helps them maintain self-discipline, stay away from drug traps, but still avoid discrimination and isolation from the social environment.

However, opinions also said that this is a progressive policy but also has many potential challenges if not implemented systematically. Therefore, it is necessary to develop unified technical standards for electronic monitoring devices, to avoid each locality buying a different type, causing waste and difficulty in management; it is necessary to clearly stipulate issues of personal data security, information encryption roadmap, who has access rights, to avoid misuse of data or disclosure of drug addict information.


At the same time, some delegates proposed a mechanism to immediately handle any abnormal alarms when the device is near a drug “hot spot” or shows signs of abnormal health. If the device is only installed without a quick response system, the expected results will not be achieved.
