Promoting intellectual property education for ASEAN youth

In the context of rapidly changing science and technology, intellectual property education becomes an urgent requirement to build an innovative force for the future.

From November 24 to 28 in Hanoi, the National Office of Intellectual Property ( Ministry of Science and Technology ) in collaboration with the World Intellectual Property Organization Academy (WIPO Academy), the Japan Patent Office and the Atal Innovation Mission (AIM) of India organized a series of international events to promote intellectual property education in Vietnam and the ASEAN region, aiming to form a young generation knowledgeable about intellectual property, nurture creative thinking and promote early entrepreneurship.

Promoting intellectual property education from schools

The series of events took place at a time when the world is promoting the development of new learning models associated with digital technology , when intellectual property becomes a strategic tool to measure innovation capacity and knowledge quality. Equipping intellectual property knowledge from primary school level helps to form a culture of respecting creativity, and is also the foundation for Vietnam to build a sustainable intellectual property system.

The program aims to enhance intellectual property knowledge and skills for policymakers, teachers, and curriculum designers; promote the integration of innovation into schools; build a resource sharing network in ASEAN and support young people to start their own businesses early.

Notably, the event also contributed to the realization of two important resolutions: Resolution 57-NQ/TW dated December 22, 2024 on breakthroughs in science, technology, innovation and national digital transformation and Resolution 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development. Both resolutions emphasize the need to improve digital capacity, creative thinking and promote the application of technology in education. This is an important foundation for integrating intellectual property education in the entire national education system.

Strengthening international cooperation on intellectual property

The series of events is a concrete implementation step after the visit to Vietnam by WIPO Director General Daren Tang in September 2025. During the visit, he attended the Exhibition of innovative products of students at the Academy of Posts and Telecommunications Technology. He highly appreciated the creative potential of Vietnamese students and witnessed the signing of a Memorandum of Understanding between the National Office of Intellectual Property and WIPO - laying the foundation for training, education and capacity building programs on intellectual property in the coming time.

On November 24, the meeting on developing an innovation ecosystem associated with intellectual property education focused on discussing models from the AIM program (India), the possibility of replication in Vietnam, orientations to support youth startups and enhancing cooperation in training. The event was attended by Ms. Altayework Tedla - Director of WIPO Academy, AIM experts, representatives of the Ministry of Science and Technology, the Ministry of Education and Training and many related units.

Shared opinions with the orientation of supporting youth startups.

From November 25 to 28, the International Conference on Intellectual Property Education for the ASEAN region gathered more than 30 international delegates who are policymakers, experts, intellectual property teachers and 50 domestic delegates. The delegates shared their experiences in building intellectual property curriculum, using WIPO documents, practicing lesson design, handling situations and conducting field surveys at some high schools in Hanoi.

Expertise from WIPO Academy, IP4Y&T and AIM

WIPO Academy is a WIPO unit, established in 1998, to serve as a center for intellectual property education, training and skills building. WIPO Academy focuses on supporting WIPO member countries, especially developing countries and least developed countries, to build capacity in the field of intellectual property, promote innovation and creativity.

During the period 2020-2025, the Academy has trained more than 550,000 young people, of which more than 56% are women. Programs range from basic education, e-learning, advanced training, to master's degrees in association with many prestigious universities.

The Intellectual Property for Youth and Teachers (IP4Y&T) program is an initiative of the WIPO Academy to promote intellectual property education among youth and teachers, focusing on secondary school students. The program is part of WIPO’s Intellectual Property Youth Empowerment (IP-YES!) Strategy, implemented through gamified and hands-on activities to spark creativity and innovation.

Over the past time, within the framework of IP4Y&T, WIPO has organized direct training programs for 171 school teachers and expanded services with new programs in ASEAN countries. Thousands of students have been reached through summer camps and innovation clubs, helping to improve their creative skills and intellectual property awareness; built a network of Intellectual Property Youth Ambassadors and integrated into the Intellectual Property Youth Empowerment Strategy (IP-YES!)…

Atal Innovation Mission (AIM) is India's national innovation model, launched by the Government of India in 2016, currently has more than 10,000 Atal Tinkering Labs for students, a network of incubation centers and a social challenge solving program. In 2024, AIM signed a Joint Letter of Intent (JLoI) with WIPO to open international cooperation in supporting youth and teachers, building labs, organizing hackathons, exchange programs and capacity building.

These models are expected to provide important experience and resources for Vietnam and ASEAN in building an innovation ecosystem based on intellectual property.

The series of events in Hanoi is an important step forward in the effort to bring intellectual property education into schools, creating a foundation to build a young generation that is confident, creative, and capable of integrating and starting a business in the era of knowledge economy. Through cooperation with WIPO, AIM and many international partners, Vietnam is proactively participating in the regional intellectual property education network, gradually forming a culture of respecting creativity and promoting innovation from the root, right in schools.
