Disseminating social welfare policies

May of each year is designated as the Month for Promoting Social Insurance Implementation. With the motto "going to every street, knocking on every door," the provincial and local Social Insurance agencies have been intensifying their efforts to promote and encourage people to participate in social insurance and health insurance, contributing to ensuring social security.

Social insurance and health insurance are two important social policies, the main pillars of the social security system, contributing significantly to achieving social progress and equity, and ensuring the stability of people's lives.

According to Deputy Director of the Provincial Social Insurance Agency, Dam Thi Thanh Que, in order for this policy to be put into practice, to serve participants more comprehensively, and to effectively achieve the goal of universal social insurance and health insurance, the Provincial Social Insurance Agency is making efforts and innovating in the collection and development of participants to expand the coverage of social insurance and health insurance; actively innovating the content, form, and methods of communication in a diverse manner, keeping up with modern trends; flexibly combining direct communication with communication through mass media and social networks; and implementing communication scenarios suitable for each target group and actual situation.

Social insurance officials in Buon Ho town are promoting and encouraging people to participate in voluntary social insurance during the peak month for expanding coverage.

As of the end of April 2025, the province had 116,258 people participating in compulsory social insurance, 21,995 people participating in voluntary social insurance, 105,039 people participating in unemployment insurance, and 1,690,238 people participating in health insurance.

In particular, during May – the month of campaigning for universal social insurance – with the theme "Social Insurance – Peace of Mind for Every Family," the provincial Social Insurance agency organized a high-intensity communication campaign aimed at developing voluntary social insurance and health insurance participation. The campaign featured concise and impactful content about the rights, benefits, and humanitarian values ​​of the policy, with relatable and memorable messages that contributed to changing people's perceptions and habits, encouraging them to actively and voluntarily participate to ensure social security for themselves and their families.

Accordingly, the provincial and local social insurance agencies simultaneously launched campaigns to promote and encourage people to participate in voluntary social insurance and family health insurance in all localities, and displayed banners and slogans about social insurance policies along main roads, streets, and densely populated areas.

In coordination with relevant sectors, employers organize conferences, dissemination, dialogue, and consultations on social insurance and health insurance policies and laws with employers, social insurance officers, and employees in enterprises; answer questions, provide advice and support, and record feedback, suggestions, concerns, and aspirations of employees.

Disseminating information, providing support and advice on social insurance and health insurance policies directly at the administrative procedure processing and results delivery department; assisting and guiding people in registering, installing, and using the VssID-BHXH digital application.

Mobile media teams paraded through the streets of Buon Ma Thuot city to promote social insurance and health insurance policies.

Propaganda will be disseminated through mass media and local loudspeakers; in particular, audio files promoting and disseminating policies on voluntary social insurance and family health insurance will be broadcast in three languages—Vietnamese, Ede, and M'nong—to villages and hamlets. Simultaneously, information will be disseminated through policy promotional materials, leaflets, digital communication, and multimedia communication such as infographics and QR codes on mobile applications and social media platforms.

In 2025, the provincial Social Insurance agency is assigned the target of developing 123,704 people participating in compulsory social insurance, 39,469 people participating in voluntary social insurance, 111,642 people participating in unemployment insurance, and 1,798,117 people participating in health insurance.

To achieve the target, in parallel with the campaign to encourage people to participate in social insurance and health insurance, there is a major change this year with the Social Insurance Law coming into effect on July 1, 2025. The provincial Social Insurance agency has also directed the comprehensive integration of propaganda content on these new points.

Specifically, the focus is on promoting the addition of social retirement benefits to form a multi-tiered social insurance system, increasing the link between the social retirement benefit tier and basic social insurance, expanding the scope of participation, and encouraging workers to preserve their contribution period to receive a pension instead of receiving a lump-sum social insurance payment. Particularly significant is the inclusion of maternity benefits in the voluntary social insurance policy, which is very meaningful for self-employed women...
