That was the opinion of comrade Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the Conference on adjusting the Regulations on mobilizing, managing and using the Fund "For the Poor" of Lao Cai province, organized by the Vietnam Fatherland Front Committee of the province on the afternoon of August 13.

The conference was held under the chairmanship of comrade Ly Van Hai, member of the Provincial Party Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee.

Attending the conference were leaders of a number of departments, agencies, and units that are members of the Provincial "For the Poor" Fund Mobilization Board.

At the conference, the representative of the Provincial "For the Poor" Fund Mobilization Committee reported and asked for opinions from the Provincial Party Standing Committee and members on amending the expenditure content according to the Regulation on mobilization, management and use of the Provincial "For the Poor" Fund. Specifically, Section 4, Article 9 of the Regulation stipulates that the support level for building new houses is 50 million VND/household; for households repairing houses is 20 million VND/household. The Mobilization Committee proposed to amend the support level to 25 million VND/household repairing houses and add support level for households with meritorious services to the revolution, households of relatives of martyrs, poor households, near-poor households to increase by 6 million VND/household building new houses and increase by 3 million VND/household repairing houses. With this adjustment, the support level will be unified for both groups at 50 million VND/household rebuilding houses and 25 million VND/household repairing houses.

Speaking at the conference, Chairman of the Provincial People's Committee Trinh Xuan Truong agreed with the proposal of the Mobilization Committee and requested the Provincial Vietnam Fatherland Front Committee to further promote propaganda and mobilization work to strongly spread the meaning and profound humanity of the movement to eliminate temporary housing to all classes of people in the area. This is not simply a matter of using State budget money and funding sources, but requires the participation of the entire social community and all classes of people in the spirit of mutual love and solidarity to strive for the goal of helping poor households and policy households so that "no one is left behind".

The Chairman of the Provincial People's Committee also affirmed that in addition to the resources that have been mobilized, the province will prioritize, balance, and ensure a sufficient budget of 350 billion VND to eliminate 8,227 temporary houses across the province by September 2025 as planned.

According to the report of the Provincial Vietnam Fatherland Front Committee, in 2022, the Provincial "For the Poor" Fund mobilized 7,759 billion VND; in 2023, this number increased to 8,203 billion VND; in 2024, the Fund Mobilization Committee set a target of mobilizing 14 billion VND.

Regarding the Fund for Eliminating Temporary and Dilapidated Houses (launched by the province on August 2), up to now, 20 agencies, organizations and individuals have transferred VND5,726 billion to the Fund; currently, 18 agencies and organizations have not transferred the registered amount of VND47,301 billion.
