Growth targets achieved and exceeded
Import and export activities through border gates in the province achieved good results, with very high customs clearance efficiency with an average of about 1,550 vehicles/day, peaking at more than 2,000 vehicles/day.
Accumulated to June 14, 2025, the total import and export turnover of all types through Lang Son province reached nearly 37 billion USD, an increase of 44.6% over the same period, the export turnover of local goods is estimated at 74 million USD, reaching 40.4% of the plan, equivalent to the same period.
In the first 6 months of 2025, the state budget collection progress of Lang Son province is estimated to reach more than 7,390 billion VND, reaching 81% of the central budget estimate, reaching 74.4% of the provincial budget estimate, up 48% over the same period.
Budget expenditure management within the assigned budget estimate was also organized and implemented closely, economically and effectively; total local budget expenditure was estimated at VND 7,768.5 billion, reaching 41.4% of the estimate, up 60.2% over the same period.
Regarding the tourism sector, the number of visitors to Lang Son in the first 6 months of 2025 is estimated at 3.11 million, reaching 70.7% of the plan, up 4.7% over the same period; revenue is nearly 2,931 billion VND, reaching 65.1% of the plan, up 12.6% over the same period.
In particular, on April 17, 2025, Lang Son Geopark was officially recognized as a Global Geopark by the United Nations Educational, Scientific and Cultural Organization (UNESCO). This is an important step forward, opening up strong development space for Lang Son tourism, thereby promoting socio -economic development and improving people's lives.
Timely and effective leadership
In addition to the results achieved in socio-economic development, the fields of national defense, security, Party building, and political system building of Lang Son province have been basically ensured.
Lang Son province also focused on implementing the work of building the Party and the political system with high results. Party committees and authorities in the whole province focused on directing the implementation of 4 breakthrough resolutions identified by the Politburo as the "Quad pillars" of national development: Resolution 57-NQ/TW on promoting science, technology and innovation; Resolution 59-NQ/TW on proactively integrating deeply into the international community; Resolution 66-NQ/TW on comprehensive innovation in law-making and enforcement; and Resolution 68-NQ/TW on strongly developing the private economic sector.
In the last 6 months of 2025, Lang Son Provincial Party Committee will continue to lead and direct Party committees and Party organizations at all levels in the province to prepare conditions and successfully organize Party Congresses at all levels (including completing 100% of Party Congresses at the commune level in July 2025), the 18th Provincial Party Congress, term 2025-2030, towards the 14th National Party Congress in accordance with Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo, in conjunction with preparations for the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the term 2026-2031.
Smooth operation of the two-tier local government model
In recent times, the Executive Committee of the Lang Son Provincial Party Committee and the Standing Committee of the Lang Son Provincial Party Committee have resolutely directed the implementation of the project and plan to streamline the organization and apparatus of agencies and units according to the direction of the Central Government; promptly deployed the policy of rearranging and reorganizing administrative units and building a 2-level local government organization model with initial results.
As a mountainous province with many difficulties, especially in communes in border areas and region 3, administrative units in Lang Son province aim to smoothly operate the 2-level local government model in a proactive and flexible manner to overcome shortcomings in facilities, technical infrastructure or problems arising during operations.
Recently, the Department of Finance of Lang Son province submitted to the Provincial People's Committee a decision to provide support funding of 500 million VND/commune to carry out urgent tasks in the locality.
In the coming time, the provincial departments and branches will organize professional skills training courses for cadres and civil servants of communes and wards to ensure that public service performance and service to people and businesses is smooth, synchronous and highly effective.
At the same time, Lang Son province also plans to repair and upgrade degraded commune-level connecting traffic routes, creating convenience for people to travel conveniently, thereby easily accessing the headquarters of commune-level administrative units.
To meet the requirements of the new period, the leaders of Lang Son Provincial Party Committee require Party committees, authorities, the Fatherland Front, and socio-political organizations, according to their functions and tasks, to closely follow reality and promote the role of leaders in performing public duties, especially new and difficult tasks and arising issues.
Leaders of administrative units must immediately stabilize the organizational structure, complete the Steering Committees, Working Groups, branches, departments and branches in communes in a timely manner; flexibly overcome difficulties in working conditions, ensure the operation of the two-level local government operates synchronously, continuously, without interruption, meeting the requirements of state management as well as the requirements of people and businesses; at the same time, effectively manage and use state assets and finances, avoiding loss and waste.
Resolutely implement key projects
The site clearance for key projects in Lang Son province is gradually reaching the finish line. Of which, the Huu Nghi-Chi Lang expressway project has cleared 596.94ha/578ha, reaching 120% of the basic design and 96.5% of the technical design. The Dong Dang-Tra Linh expressway project has cleared 454.01ha/379.72ha, reaching 125% of the basic design and 99.09% of the technical design.
Lang Son province is currently implementing synchronous and drastic solutions to promote the disbursement of public investment capital. The estimated disbursement result of the state budget investment plan for 2025 in the first 6 months of 2025 is nearly 2,169.9 billion VND, reaching 38% of the plan assigned by the Central Government (higher than the national average of 32.5%), up 8.2% over the same period in 2024; reaching 30.9% of the plan implemented by the locality.
Recently, on June 30, Lang Son province started construction of 2/3 projects of the pilot project to build smart border gates: Project to invest in building inter-sectoral working houses for functional forces at the specialized freight transport road at milestone 1088/2-1089 and Project to expand the specialized freight transport road in the area of milestone 1119-1120 of Huu Nghi International Border Gate (from 6 lanes to 14 lanes). These are projects Welcome to the 18th Lang Son Provincial Party Congress, the Lang Son Provincial People's Committee Party Congress for the 2025-2030 term.
In the last 6 months of 2025, Lang Son province will continue to accelerate the implementation of the Project on building smart border gates, ensuring progress according to the plan and approval decision of the Prime Minister; complete the project on adjusting the master plan for the construction of Dong Dang Lang Son border gate economic zone and the master plan for the construction of Chi Ma border gate area until 2045 for submission to the Prime Minister for approval.
