Provincial leaders dialogue with businesses in the province

Attending the conference directly at the main bridge point of the province were leaders of the Provincial People's Council; representatives of leaders of provincial departments, branches and sectors; representatives of business associations, industry associations, and typical enterprises in the province.

Speaking at the opening of the conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: The conference was held in the context that Gia Lai province has just reorganized the local government apparatus at the provincial level, and is focusing on implementing strategic breakthroughs in the new development stage. This is a very suitable time for the provincial government to listen, understand and accompany businesses, creating a new driving force for the local economy .

Gia Lai province identifies: “Health” of enterprises is the leading factor determining the recovery and growth of the economy. In particular, the internal strength from domestic enterprises plays a key role, being the foundation for effectively promoting external resources, creating a comprehensive resource for long-term development.

Today’s conference was held for the Provincial Leaders to directly listen to the thoughts, aspirations, sharing and recommendations from businesses, associations and professional associations in the area. Valuable contributions will be an important practical basis to help the province review and perfect policies, promptly remove difficulties and obstacles of businesses; at the same time, propose recommendations to the Central Government on issues beyond the province’s authority to handle.

With a spirit of openness and responsibility, today's Conference is an opportunity for the provincial government to understand more clearly and fully the difficulties and obstacles that businesses are facing, thereby jointly finding practical and feasible solutions, contributing to helping businesses quickly recover and develop. This is also an opportunity for businesses to grasp more information about policies, development orientations, potentials, advantages and commitments of the government in supporting and creating favorable conditions for businesses to operate and develop in Gia Lai province.

At the conference, Mr. Duong Minh Duc - Director of the Department of Industry and Trade reported on the production and business situation of enterprises in the first 6 months of the year and key solutions for the last 6 months of 2025. Accordingly, in the first 6 months of 2025, the GRDP growth rate is estimated at 7.49%, higher than the same period, contributing positively to the annual growth target. Key industries maintained a good growth rate, especially industry - construction (up 10.48%), services (up 7.64%), agriculture - forestry - fishery (up 4.41%). Export turnover increased sharply, reaching 1,668 million USD.

The province currently has more than 17,500 enterprises and 66,000 business households in operation, contributing more than 80% of GRDP, nearly 23% of total state budget revenue and employing nearly 94% of the total labor force in the province.

Business registration activities have many positive changes. It is estimated that in the first 6 months of 2025, the whole province had 795 newly established enterprises, an increase of 23.9% over the same period. As of July 18, 2025, there were more than 1,500 newly established enterprises with a total registered capital of VND 12,800 billion.

However, besides the achieved results, there are still some shortcomings, such as: the rate of small and micro enterprises is still high; some enterprises still face difficulties in accessing capital, premises, and administrative procedures; Enterprises investing in high-tech agriculture, processing industry, tourism, and digital transformation are not commensurate with their potential.

At the Conference, with an open spirit, many businesses frankly discussed with the provincial leaders about the difficulties and obstacles, thereby proposing many opinions and recommendations. In particular, the opinions focused on proposing that the province continue to simplify administrative procedures in borrowing capital and accessing support policies of the State; localities support the confirmation of information on growing areas for businesses; consider collateral assets as assets formed in the future to get loans; the province has a policy of exempting VAT on exported green coffee beans; recommending that the province establish a provincial-level startup - innovation support fund to support new graduates, those who are passionate about business but do not have the conditions.

In addition, businesses also proposed to remove some difficulties, such as: having support policies on production premises; land lease incentives to expand the scale of operations; allowing the conversion of land use purposes for production and business; removing obstacles related to wind power projects; at the same time providing directions and feasible solutions to encourage commercial banks to implement credit lending policies;...

Speaking at the dialogue, Secretary of the Provincial Party Committee Ho Quoc Dung emphasized: After the merger, Gia Lai province has full potential and advantages for development. We have a large space for development, possessing valuable resources such as golden forests, silver seas, fertile land, and abundant human resources.

However, Gia Lai is also facing many challenges in the development process. Specifically, the starting point is still low, the economic scale is small; there are no large enterprises playing the leading role, leading the economy; most of them are small and micro enterprises. Transport infrastructure, industrial parks, industrial clusters are still limited; the capacity of staff in attracting investment and supporting enterprises has not met the requirements. Planning work is still fragmented, dispersed, lacking synchronization, not focusing on effectively exploiting land resources even though the province has a large and fertile area of red basalt land. Besides, the province's products have not yet built a prominent international brand.

Faced with that situation, the Provincial Party Secretary emphasized: We need to find a suitable direction for Gia Lai to develop quickly, sustainably, and in an environmentally friendly manner, while still preserving the cultural identity of the land and its people. To achieve this, he called on the business community and the province to unite and join hands to realize the goal.

Regarding the opinions and recommendations of enterprises, the Secretary requested that departments, branches and the Provincial People's Committee approach them with an open mind, seriously absorb them and proactively resolve them. Contents beyond their authority must be compiled and reported promptly.

In the coming time, the Provincial Party Secretary affirmed that the province will be determined to carry out key tasks: Promote administrative procedure reform, simplify processes, shorten the time to process documents in the direction of the government serving people and businesses. Commit to synchronously and promptly deploy policies to support businesses according to the principles of publicity, transparency, clarity, ensuring that all businesses, especially small and medium-sized enterprises, have the opportunity to access policies. Solve business difficulties in a practical and effective manner. Focus on investing in infrastructure development, creating the most favorable conditions for businesses to produce and do business. Accompany businesses in investment promotion, support brand building, traceability, develop typical products and expand consumer markets.

At the same time, the Secretary requested the entire political system from the province to the grassroots level to renew its thinking, strongly shifting to the spirit of serving and accompanying businesses. All levels and sectors need to aim to remove difficulties and handle bottlenecks to promote production and business activities. Officials who obstruct businesses will be strictly punished. The provincial leaders affirmed their determination to always accompany businesses, develop together and contribute to the common cause of bringing the country into a new era.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan respectfully accepted the profound, comprehensive and dedicated instructions of the Provincial Party Secretary. Regarding the opinions and recommendations of enterprises at the conference, the Provincial People's Committee will conduct specific groupings and work directly with enterprises to promptly remove difficulties and obstacles.

The Chairman of the Provincial People's Committee emphasized: Gia Lai is oriented towards economic development according to a model of rapid, green, circular growth and focuses on the application of high technology. The province will focus on promoting deep processing of key agricultural products to increase added value. Along with that, business development will be implemented in the spirit of Resolution 68-NQ/TW, with a commitment to creating the most favorable conditions for business development.

Currently, the province is reviewing and merging the planning of Gia Lai (old) and Binh Dinh (old), in which some major orientations will be added. At the same time, the province is also finalizing the Private Enterprise Development Project according to Resolution 68-NQ/TW. It is expected that in August 2025, the province will organize meetings to review the planning, reconsider the private economic development project and invite business experts to contribute comments to create momentum for the project. These two contents will be widely announced to the business community immediately after completion. The province aims to have 5 enterprises with world-class brands and 10 enterprises with prestigious domestic brands in the near future.

Regarding infrastructure, large-scale infrastructure projects have been basically completed. However, small-scale infrastructure is still lacking, the province will continue to invest to complete synchronously, meeting the needs of production and business development of enterprises.

The Chairman of the Provincial People's Committee also informed: On August 18, the province will organize an investment promotion conference in Pleiku City. Currently, many enterprises outside the province have registered to invest, however, the number of local enterprises is still limited. Therefore, he requested that enterprises in the province actively register to participate, accompanying the locality in attracting investment.

At the conference, Chairman of the Provincial People's Committee Pham Anh Tuan also called on businesses to strive to grow along with the overall development of the country, striving to achieve a growth index (KPI) of no less than 8%, and aiming for double-digit growth in the next 5 years. At the same time, focus on developing businesses that apply green technology, are environmentally friendly; pay attention to social security work and share profits to accompany the province in sustainable development.

After this conference, the Chairman of the Provincial People's Committee requested that enterprises send official proposals and recommendations in writing to the Provincial People's Committee. On that basis, the province will assign leaders of the Provincial People's Committee to work directly with each enterprise and each specific project to promptly resolve difficulties. With the spirit of drastic action, the province aims to immediately handle any issues that can be resolved for enterprises in August 2025./.
