Provincial leaders surveyed projects in Dong Kinh and Tam Thanh wards.

- On October 21, the provincial working delegation led by Comrade Hoang Quoc Khanh, Secretary of the Provincial Party Committee, surveyed the implementation of projects in Dong Kinh and Tam Thanh wards.

The delegation included Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Dinh Huu Hoc, Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Luong Trong Quynh, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; and leaders of relevant departments and branches.

According to the plan, the delegation surveyed the actual implementation of 4 public investment projects including: Ly Thai To extended road project and resettlement residential area in Lang Son city; Ky Cung river right bank embankment project, section from Chu Van An High School to 17/10 bridge; Ky Cung river bank embankment project against landslides; Lang Son province sports complex project, multi-purpose central stadium. Projects using non-budget capital surveyed include: Ben Bac new urban area project, Tam Thanh ward; Dong Kinh new urban area project, Dong Kinh ward. In the program, provincial leaders also surveyed the location to prepare a proposal for Hoang Dong urban area project, Tam Thanh ward.

Regarding the implementation of 4 public investment projects, according to the report of Dong Kinh Ward People's Committee, the total land acquisition area is 61.82 hectares, with more than 800 affected cases, currently being counted and making provisional plans. As of October 20, Dong Kinh Ward People's Committee has handed over the site to the investor for about 4/61.82 hectares. The progress of construction and installation is very slow because the site area does not meet the requirements and the weather is not favorable in recent months.

For projects using non-budgetary capital, the progress of site clearance is also very slow. The Dong Kinh new urban area project has an area of 17.6 hectares, with 266 affected cases. The ward People's Committee and related units are counting, but there are no results of site handover yet. The Ben Bac new urban area project has an area of more than 9.8 hectares, currently there are more than 3,000 m2 of uncleared land for 28 cases. Of which, 12 cases have received money but have not yet handed over the site with an area of about 2,000 m2, the reason is that there has not been a decision to assign resettlement to the affected cases; 16 cases with an area of more than 1,000 m2, there is no specific land price to apply for compensation.

At the surveyed projects, representatives of relevant agencies reported difficulties, obstacles, and bottlenecks in site clearance work. Specifically: the surveying and counting work has not received the consensus of affected people; there is a lack of resettlement land fund; the progress of land price construction is slow; there has not been a centralized cemetery to relocate graves in the project area; the human resources serving the site clearance compensation work in the wards have not met the requirements...

After surveying the actual site and listening to the report, the Provincial Party Secretary assessed: Most of the projects being implemented are stuck in site clearance; the methods of propaganda and persuasion of wards and professional agencies towards affected people are still lacking in synchronization; the progress of implementing procedures on building specific land prices to serve the compensation price application is still slow; the work of arranging resettlement in general and for each project is still passive...

To promote the progress of site clearance for projects in the coming time, the Provincial Party Secretary requested: Agencies and units directly carrying out site clearance work, coordinate with investors and relevant departments and branches to urgently meet to discuss and agree on implementation methods and build a timeline for completing each specific part of the work. Agencies and units carrying out site clearance work assign tasks to each responsible individual and assign responsibilities if the progress is slow. At the same time, agencies complete legal documents on land recovery, compensation, and resettlement support for projects strictly in accordance with the provisions of law. For projects that have partially available site, investors urge contractors to focus on construction to create a spreading effect.

The comrade assigned the Provincial Party Committee Office to coordinate with relevant agencies and units to develop a specific plan for the Provincial Party Committee Standing Committee to work with each investor on the implementation status of each project in the coming time.
