The report of the Management Board of Economic Zones (EZs) and Industrial Parks (IPs) of the province clearly stated: The Management Board of Economic Zones and IPs of Ninh Binh province was established under the decision of the Prime Minister and the Provincial People's Committee has prescribed the functions, tasks, powers and organizational structure, with the function of directly managing economic zones and IPs in the province.
According to the Development Plan of Economic Zones and Industrial Parks approved by the Prime Minister in the planning of the old Nam Dinh, Ninh Binh and Ha Nam provinces, period 2021-2030, vision to 2050, the whole province has 53 industrial parks with a total area of 12,929 hectares and 1 coastal economic zone Ninh Co with an area of 13,950 hectares. Of which, 42 industrial parks with a total area of 9,894 hectares have been allocated land use targets. Some industrial parks have an occupancy rate of over 90%, typically Hoa Xa, Khanh Phu, Tam Diep I industrial parks...
Ninh Co Economic Zone (13,950 ha) in particular is being accelerated with key projects such as: Xuan Thien Green Steel Factory (88,000 billion VND), Rang Dong Textile Industrial Park (4,628 billion VND)... The 2024-2030 period focuses on completing infrastructure, and after 2030, synchronous socio-economic development.
In the first 6 months of 2025, the industrial parks attracted 104 new projects, with total investment capital reaching 1.4 billion USD and 26,800 billion VND; revenue reaching more than 221,000 billion VND, export 7.8 billion USD, budget contribution 10,500 billion VND. The labor force in the industrial parks reached 192,000 people, with an average income of 7.5-7.9 million VND/month.
In addition to positive results, the report also pointed out some difficulties such as: changes in legal regulations, lack of human resources, enterprises still violating construction, environment, fire prevention and fighting... The Management Board of Economic Zones and Industrial Parks of the province recommends that the province decentralize more strongly, supplement the payroll, invest in facilities and support management software to improve operational efficiency, creating favorable conditions for enterprises and investors.
After listening to the report and discussion at the meeting, Vice Chairman of the Provincial People's Committee Nguyen Cao Son acknowledged and highly appreciated the spirit of solidarity and unity of the leaders, officers, civil servants and employees of the Board who quickly got to work without interruption. This was demonstrated through the information and full reports, integrating all 3 localities before the merger, the work contents being implemented and the orientation in the coming time.
He emphasized: Economic zones and industrial parks play an important role in industrial development, socio-economic development, budget collection and ensuring economic growth targets in 2025 and the following years. However, the development of the province's economic zones and industrial parks in the past time still has some problems, not meeting development requirements. Therefore, he requested: The Management Board of Economic Zones and Industrial Parks of the province to soon have regulations to coordinate with the sectors in the province to facilitate and speed up the work of attracting investment and ensuring the effective operation of investors in the area.
Along with that, it is necessary to embark on the work of re-planning the whole, synchronously, appropriately to ensure scientificity, avoid waste, be consistent with other sectoral plans, have a long-term development orientation and be consistent with the provincial planning. Focus on removing difficulties for slow-progressing projects, ineffective projects... to create a fair, civilized, effective investment environment, contributing to improving the province's competitiveness.
