Lao Cai: 97 local bridges participate in the online training conference on local judicial work at two-level local authorities

At the Conference, representatives of the Department of Legal Document Development, Ministry of Justice introduced the content of decentralization, delegation of authority and tasks of issuing legal documents of two-level local authorities; the process of issuing legal documents of commune-level authorities.

Deputy Minister Dang Hoang Oanh delivered the opening speech at the Conference.

Representatives of the Department of Document Inspection and Administrative Violations Handling Management presented the content of responsibilities and inspection, review of legal documents, and handling of administrative violations of local authorities at 2 levels.

The representative of the Department of Administrative Justice presented the content of responsibilities and procedures for handling administrative procedures in the field of civil status, authentication, civil status registration with foreign elements; skills in using software for handling civil status, interconnected civil status; and record storage.

The bridge point at the Department of Justice of Lao Cai province 1 includes leaders and civil servants of the Department of Justice; leaders in charge of judicial work and civil servants working in judicial work of the Office of the People's Council and People's Committee of Van Phu ward, Yen Bai ward.

Along with that, the representative of the Department of Judicial Assistance of the Ministry of Justice also presented the content of responsibilities and procedures for handling administrative procedures, and inspection procedures in the field of judicial assistance at two-level local authorities.

At the Conference, delegates exchanged and discussed difficulties and obstacles in implementing regulations on decentralization, delegation of power, and determination of authority in areas under the state management of the Ministry of Justice.

Accordingly, the wards of Yen Bai, Lao Cai , Sa Pa, Trung Tam and the communes of Muong Khuong, Van Ban, Mau A and Luc Yen have had opinions exchanged, discussed and requested the Ministry of Justice to consider recommending to relevant ministries and branches to direct agencies and units in the process of receiving citizens' records to look up information on the VNEID application and population data to reduce administrative procedures.

It is recommended that the Ministry of Justice consider the proposal to eliminate the “procedure for certifying copies from originals”, resolutely and consistently direct the comparison of copies with originals; the person who compares signs to confirm the copies and is responsible for the accuracy; at the same time, promote electronic certification to reduce waste of time and money for people and businesses; and reduce time pressure for judicial officials.

It is recommended that the Ministry of Justice soon issue specific instructions on regulations on decentralization and decentralization of signing and certifying copies from originals; upgrade civil status software to ensure smooth and effective implementation; organize training courses to improve dispute resolution skills, mediation and dialogue skills, and apply new legal regulations for judicial staff at the commune level...

Concluding the training conference, leaders of the Ministry of Justice directly answered the feedback from localities; pointed out the causes as well as solutions to smoothly operate judicial work in the implementation of the two-level local government model.

Deputy Minister Mai Luong Khoi delivered the closing speech at the Conference.

Regarding the request of localities to support hotlines and respond to local recommendations, the Ministry of Justice requested the Department of Administrative Justice to continue to deploy the posting of all official dispatches and guidance documents for local recommendations and reflections on the National Law Portal so that commune-level officials in 3,321 communes can access, look up, exchange and refer to, and apply when handling work.
