Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science , technology, innovation and national digital transformation, Bao Nhai commune (Lao Cai province) - a new locality formed on the basis of merging three communes of Bao Nhai, Coc Ly and Nam Det - has concretized the resolution with practical actions suitable to mountainous conditions.

Immediately after its establishment, the Bao Nhai Commune Party Committee completed the Steering Committee for Science, Technology, Innovation and Digital Transformation Development, maintained regular meetings, and promptly resolved difficulties and obstacles during the implementation process. A complete system of directive documents was issued, including plans, operating regulations, and assignment of tasks to each member.

Along with leadership, Bao Nhai commune has established 38 community digital technology teams with 185 members, responsible for supporting people in 38 villages. Each team is responsible for guiding people to use online public services, electronic identification, cashless payments and putting OCOP products on e-commerce platforms.

According to the report of the Commune People's Committee, currently 100% of cadres and civil servants have been granted IWord accounts, digital certificates and electronic signatures, serving document processing and work management in the network environment. The national public service portal is connected smoothly, with the rate of online records reaching over 90%, in which many fields such as household registration and authentication have reached 100%.

The Commune Administrative Service Center is equipped with computers, printers, scanners, and a stable connection. The online video conferencing system has been operating regularly and stably since the beginning of July 2025, helping to shorten the time and reduce costs for direction and operation.

Throughout the commune, 38 smart loudspeaker clusters and 19 wireless loudspeaker clusters ensure timely information transmission to the people, especially in remote areas. The commune's electronic information portal is regularly updated, becoming a communication channel between the government and the people.

In addition, the commune has compiled and published the "Bao Nhai Digital Citizen Handbook", a document guiding the practice of digital transformation in daily life. The book helps people know how to register for public services, install electronic identification, make electronic payments, and promote agricultural products on e-commerce platforms.

From being unfamiliar, many households now know how to submit applications online and look up results by phone. That is the result of persistent step-by-step guidance, especially from community digital technology groups."

Despite positive results, digital transformation in Bao Nhai still faces many difficulties. The infrastructure is not yet synchronized, some computers and printers are old; internet connection in mountainous villages is still weak. Some national databases such as land, enterprises, and social insurance are not fully connected, causing difficulties in carrying out administrative procedures online. Elderly people and ethnic minorities are still afraid of using technology and are concerned about information security.

However, with proactive and practical approaches, Bao Nhai commune is gradually narrowing the digital gap between rural and urban areas. Telecommunications infrastructure has covered 100% of the village, and many gaps are being overcome. Local agricultural products and handicrafts have begun to be promoted on e-commerce platforms, opening up opportunities for digital economic development in the highlands.
