Lao Cai: Hundreds of households were urgently evacuated to safety

Due to the influence of storm No. 10 (Bualoi), in Lao Cai province, there is heavy to very heavy rain with common rainfall of 70-150mm, locally very heavy rain of more than 250mm causing flash floods and landslides in some places in the area.

On the evening of September 29, in Tran Yen commune, there was prolonged heavy rain, combined with upstream floods, causing the water level of the Red River to rise rapidly, inundating many houses.

As of 11 p.m. on September 29, the Red River water level was at 32.93 meters, 3 to 93 centimeters higher than the warning level. The flood caused many roads to be cut off, and many households in low-lying areas were flooded and isolated.

Tran Yen Commune has continuously issued notices and warnings to the people; at the same time, mobilized the police force, militia, shock troops, and village chiefs to organize the evacuation of people and property in areas at high risk of flooding and landslides to safe places. Local authorities require people to absolutely not stay on boats, rafts, or camps along rivers, streams, or areas at risk of deep flooding and landslides.

To ensure safety, on the night of September 29, hundreds of households in the villages of Co Phuc, Thanh Thinh, Bao Dap and Tan Dong were urgently evacuated by authorities.

In addition, Tran Yen commune also arranged forces to be on duty at underground points, spillways and flooded areas, resolutely not allowing people and vehicles to pass through until safety is ensured.

In Phuc Khanh commune, heavy rains and floods also caused more than 50 landslide risk points, forcing people to evacuate.

Faced with the continued complicated weather situation, the People's Committee of Phuc Khanh commune urgently deployed the review work, directly directed and mobilized local forces to coordinate with villages and hamlets to organize propaganda and mobilize people to urgently evacuate from dangerous areas at night, ensuring the safety of people's lives and property.

Along with that, the functional forces of the commune have increased patrols, been on duty 24/24 hours, arranged forces and vehicles ready to respond when an emergency situation occurs; at the same time, coordinated with relevant units to closely monitor weather developments to promptly inform and warn the people.

At around 3am on September 30, many main roads in Yen Bai ward such as Nguyen Thai Hoc, Thanh Nien, Yet Kieu... were submerged in water. Some sections were flooded over 1m deep, causing traffic to be completely paralyzed, forcing many households to move their belongings and evacuate urgently at night.

That very night, police forces, militia and Yen Bai ward officials were present at deeply flooded areas, setting up checkpoints and guiding people to move safely.

Comrade Pham Tien Dung, Chairman of the People's Committee of Au Lau Ward, said: "We have mobilized more than 100 households in low-lying areas to urgently move people and property to safety. The common spirit is not to leave any people behind."

Lao Cai Hydrometeorological Station said that on the morning of September 30, the flood on the Red River peaked at 83.44m, 0.06m below alert level 3. At Yen Bai Hydrometeorological Station, the water level at 6am was 34.25m, 2.25m above alert level 3.

According to statistics, floods in Lao Cai province have left one person missing in Muong Hum commune, three people injured in Thuong Ha and Ta Cu Ty communes. Hundreds of houses were affected by landslides and flooding; many traffic routes were cut off, and slopes collapsed; and many people's properties and crops were affected...

Currently, natural disaster prevention and consequence overcoming work is still being urgently deployed by Lao Cai province.

The Lao Cai Provincial People's Committee also requested departments, branches, member agencies of the Provincial Civil Defense Command; Chairmen of the People's Committees of communes and wards; relevant agencies and units to continue to urgently, seriously and effectively prevent, combat and respond to floods, landslides, flash floods; quickly overcome the consequences of storms and floods, and quickly stabilize people's lives.
