Accordingly, the City People's Committee assigned the Department of Economy , Infrastructure and Urban Areas to preside over providing planning maps and opinion forms to the People's Committees of Vinh Phuong and Vinh Ngoc communes; widely soliciting opinions from individuals, organizations, and communities on the above-mentioned subdivision planning project. The People's Committees of the two communes posted notices stating information, distributed opinion forms to solicit opinions from the community, made a list, and compiled opinions to send to the Department of Economy, Infrastructure and Urban Areas. The time for collecting opinions is until July 16.
It is known that the planning research boundary has an area of about 3,477 hectares, of which the planning project area has an area of about 1,564 hectares, located in Vinh Phuong and Vinh Ngoc communes. The research area is divided into 3 main residential units (residential unit 1 is the central area of Vinh Phuong commune; residential unit 2 is the area south of National Highway 1 and residential unit 3 is the area north of National Highway 1); the population size is forecasted to be about 40,500 people by 2040. Orientation of space, architecture, and landscape organization of the entire area according to layers, specifically: The spatial layer of existing residential areas of Vinh Phuong commune is oriented to develop the existing residential structure, renovate and embellish, intersperse public works, residential trees, and improve the quality of life of the people; the area along Cai River is the development corridor with the second most important landscape and economic value after the coastal urban strip; Organize, supplement and complete the mixed urban center system of housing and services, associated with public green landscape spaces and water surfaces to create an urban center system with high economic value...
