Consulting people on the Summary Report of the 40-year renovation process

On October 15, 2025, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress, to solicit comments from National Assembly deputies, the Fatherland Front, socio- political organizations, mass organizations, cadres, party members and people.

According to the plan, the time to collect public opinions is from October 15 to November 15, 2025.

Party committees, party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations will organize the collection of opinions and contributions from cadres, party members, people of all walks of life and overseas Vietnamese through conferences, seminars and talks; record opinions and contributions through the VNeiD application; and contribute opinions through press agencies.

The comments will be fully, accurately and objectively synthesized, serving as the basis for completing the draft documents to be submitted to the 14th National Congress of the Party.

Among the draft documents submitted to the 14th Congress is the Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years. The Draft Summary Report is structured into the following 5 sections:

- The world , regional and domestic contexts affecting the innovation process over the past 40 years

- The development of the Party's theoretical awareness over 40 years of renovation

- Achievements and limitations in the practice of building socialism in Vietnam

- General overview, issues and lessons learned

- Forecast the situation, propose viewpoints and solutions to continue to comprehensively and synchronously promote the innovation, national development and protection of the Fatherland in the new period.

People's lives are fundamentally and comprehensively improved.

The draft has outlined the global, regional and domestic contexts that have impacted the innovation process over the past 40 years. In addition to advantages, the international situation also presents many new difficulties and challenges.

Domestic context before innovation, the first 10 years of innovation (1986-1995), the next 10 years (1996-2005), the 10 years (2006-2015), the recent 10 years (2016-2025).

In the past 10 years (2016-2025), the country's economy has undergone positive and comprehensive changes in many areas. The macro economy is stable, inflation is always controlled at a low level; major balances of the economy are basically guaranteed; public debt is reduced, bad debt is controlled. Despite being affected by many unfavorable fluctuations from the international environment, the average GDP growth rate in the period of 2016-2025 is about 6.2%/year.

The economic scale and per capita income nearly doubled, reaching over 510 billion USD and over 5,000 USD/person, respectively.

Growth quality has improved, labor productivity has increased from 4.3%/year in the 2011-2015 period to about 6%/year in the 2016-2020 period. People's lives have improved fundamentally and comprehensively.

The Vietnamese community abroad is growing (6 million people in 130 countries and territories), with a spirit of turning towards the homeland and making increasingly positive contributions to the cause of national construction and development.

The socialist-oriented market economy institution has been increasingly perfected. International economic integration has developed deeply and widely at many levels and in diverse forms. The economic structure has continued to shift in a more positive direction, reducing the proportion of agriculture, forestry and fishery, increasing the proportion of industry, construction and services. The economy has gradually recovered and regained growth momentum after the COVID-19 pandemic.

Has carried out a revolution in arranging and streamlining the political system's organizational apparatus, building a three-level government, reorganizing development space; and implementing strategic policies to make breakthroughs in national development in the new era - the era of national growth.

Firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, maintain political security, order, social safety and stability for national development. Implement an independent, self-reliant, diversified and multilateral foreign policy, deepen foreign relations, improve the quality and effectiveness of international integration.

Comprehensively promote the cause of innovation, national construction and development and national defense.

The draft has forecasted the situation, proposed viewpoints and solutions to continue to comprehensively and synchronously promote the innovation, national development and protection of the Fatherland in the new period.

The common goal is to maximize the combined strength of the entire nation and the entire political system combined with the strength of the times, making the most of the consensus and support of the international community; consolidating confidence, promoting the creativity, will and aspirations for development of the entire nation to create a driving force for rapid and sustainable national development in the new era of development; firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, protecting the Party, State, People, socialist regime, culture and national-ethnic interests; protecting the country's position and prestige; maintaining a peaceful environment, political stability, national security, human security; building an orderly, disciplined, safe and healthy society for national development.

By 2030, Vietnam strives to be a developing country with modern industry and high average income; the people's lives will be improved and the vision of becoming a developed, high-income country by 2045 will be realized, for a peaceful, independent, democratic, rich, prosperous, civilized, happy Vietnam, firmly advancing towards socialism.

The solution mission orientations include:

Firstly, continue to perfect the institution for rapid and sustainable development, first of all the socialist-oriented market economic institution; promote industrialization and modernization associated with economic restructuring, and establish a new growth model.

Second, building an advanced Vietnamese culture imbued with national identity; building comprehensively developed Vietnamese people.

Third, develop and manage sustainable social development on the basis of democracy, science and the rule of law.

Fourth, strengthen national defense and security, maintain independence, sovereignty, unity and territorial integrity of the Fatherland; maintain political security, order, social safety and stability for national development.

Fifth, implement an independent, self-reliant, multilateral, and diversified foreign policy, deepen foreign relations, and improve the quality and effectiveness of international integration.

Sixth, building and rectifying the Party and political system; perfecting and promoting socialist democracy; building and promoting the great national unity bloc.

The draft emphasizes that the achievements and experiences of 40 years of renovation are not only the pride of the entire Party, people and army, but also the basis and solid belief for us to continue promoting the renovation process more comprehensively and synchronously, striving to become a developing country by 2030, the 100th anniversary of the founding of the Party, with modern industry and high average income; by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, to become a developed country with high income, steadily moving towards socialism./.
