As the Prime Minister 's motorcade reached the main gate, the cavalry received and escorted the motorcade into the welcoming area. Indian Prime Minister Narendra Modi welcomed the Prime Minister at the parking lot.
After the two Prime Ministers took a group photo, the Indian Director of Protocol invited the Prime Minister to the podium. The military band played the national anthems of both countries. Afterwards, the Prime Minister reviewed the Guard of Honour of the Indian Army.
Next, the two leaders introduced the members of the two countries' high-ranking delegations attending the welcoming ceremony.
Immediately after the welcoming ceremony, Prime Minister Pham Minh Chinh offered flowers at the Mahatma Gandhi Memorial.
Mahatma Gandhi (October 2, 1869 - January 30, 1948), full name Mohandas Karamchand Gandhi, was a famous political activist, honored as the Father of the Nation, the spiritual leader of the Indian people, who made great contributions to the success of the struggle for independence for the Indian subcontinent from British colonial rule in 1947. He was honored as "Mahatma" (meaning "Great Soul" in Sanskrit).
The Prime Minister and the delegation were introduced to some typical features of the life and career of Mahatma Gandhi and performed the flower-laying ceremony to commemorate the Indian national hero. The Prime Minister and the delegation respectfully bowed; vowed to learn and follow the example of Mahatma Gandhi's selfless sacrifice for the cause of prosperous development of the People, especially through the philosophy of "non-violence".
Writing in the Guest Book, Prime Minister Pham Minh Chinh emphasized that the thoughts of Mahatma Gandhi, the "Great Soul" of the Indian People, will always be an eternal symphony, resounding forever in the minds of the people of India, Vietnam and other countries in the world.
The history of Vietnam-India relations originated from the cultural and religious exchange process more than 2,000 years ago and was built and nurtured by two great leaders, President Ho Chi Minh and leader Mahatma Gandhi. The two countries have always supported and helped each other in the struggles against foreign invaders and for national independence.
After more than 5 decades of establishing diplomatic relations, upgrading the relationship between the two countries to Comprehensive Strategic Partnership has opened up new cooperation space in value chains and strategic resources, economic security, response to climate change, environment, science and technology, financial connectivity, high-quality human resources, education, national security and defense, etc.
At the G20 Summit (September 2016), Indian Prime Minister Narendra Modi affirmed that "Vietnam is a strong pillar in India's Act East policy" and "the bilateral relationship between the two countries is based on trust, mutual understanding and convergence of views on various regional and global issues".
This is the first visit of Prime Minister Pham Minh Chinh as head of the Government and the first visit to India by a Vietnamese Prime Minister in 10 years.
During this visit, Prime Minister Pham Minh Chinh and Indian leaders will discuss and propose directions to develop the Vietnam-India Comprehensive Strategic Partnership more strongly, substantially and effectively in all fields.
At the meeting on July 31, Indian Foreign Minister S. Jaishankar warmly welcomed Prime Minister Pham Minh Chinh, one of the first foreign leaders to pay a state visit to India since the re-election of the third-term Government of Prime Minister Narendra Modi; affirmed that the Indian Government attaches great importance to the visit and believes that the visit will bring strong momentum to the Vietnam-India relationship in the coming time.
