Signing ceremony of Memorandum of Understanding between Petrolimex and National Committee for Standards, Metrology and Quality

Hanoi, December 19, 2024, Vietnam National Petroleum Group ( Petrolimex /Group) and the National Committee for Standards, Metrology and Quality (STAMEQ/Committee) held a signing ceremony of the Memorandum of Understanding on cooperation to implement Project 996 on strengthening and innovating measurement activities in petroleum production and trading (MOU).

Attending the signing ceremony, on Petrolimex's side were Board Member - General Director Dao Nam Hai; Deputy General Director Nguyen Quang Dung and leaders of the Group's functional departments; representatives of member companies. On STAMEQ's side were Acting Chairman of the Committee Ha Minh Hiep; Vice Chairman of the Committee Tran Hau Ngoc and leaders of functional departments, representatives of units under the National Committee for Standards, Metrology and Quality.

With the desire to enhance cooperation to promote the implementation of the Project to strengthen and innovate measurement activities to support Vietnamese enterprises to improve their competitiveness and international integration for the period up to 2025, with a vision to 2030, approved under Decision No. 996/QD-TTg dated August 10, 2018 of the Prime Minister (Project 996); Recognizing the importance of strengthening and innovating measurement activities in petroleum production and trading; Petrolimex and STAMEQ agreed to sign an MOU to demonstrate their common commitment and create an official cooperation framework between the two parties in this field.

The Memorandum of Understanding aims at cooperation between the two parties such as Strengthening exchange, consultation, participation in the development of policies, legal documents, standards, technical measurement requirements related to petroleum production and trading; Evaluating the system of technical facilities of Petrolimex serving the inspection/calibration and self-inspection of measuring instruments and measurement standards; Developing a plan to support the inspection, calibration, testing of measuring instruments and measurement standards; measuring, testing/experimental/inspection equipment; measurements, measurement methods of Petrolimex's member units and enterprises to promptly meet production and business requirements; Building and effectively implementing the Measurement Assurance Program at PETROLIMEX's member enterprises in the fields of: petroleum production and trading; providing measurement, testing, and quality control services for petroleum and other goods; Strengthening technology transfer, application of information technology, automation solutions for digital transformation, green transformation in petroleum measurement activities.

Petrolimex and STAMEQ will coordinate to organize seminars, conferences, scientific research forums, and training courses on measurement domestically and internationally; Exchange and cooperate in scientific and technological research, and training on measurement related to petroleum with measurement agencies and organizations of countries/ economies in the region and internationally; Develop and implement programs, coordinate the implementation of inspection and examination plans on petroleum measurement as well as promote propaganda work, raise awareness of the role of measurement activities in petroleum production and business, and coordinate to carry out emulation and reward for organizations and individuals who effectively implement the contents of the measurement assurance program.

Speaking at the signing ceremony, Acting Chairman of the Committee Ha Minh Hiep emphasized the importance of strengthening and innovating measurement activities in the production and trading of Petrolimex petroleum. With the desire to enhance cooperation to accelerate the implementation of Project 996, the signing ceremony of the Memorandum of Understanding on cooperation to strengthen and innovate measurement activities in the production and trading of petroleum between the two sides will demonstrate the common commitment and create an official cooperation framework between the National Committee for Standards, Metrology and Quality and Petrolimex in this field.

Sharing at the signing ceremony, Board Member - General Director of Petrolimex Dao Nam Hai affirmed that the cooperative relationship between the two sides has been established for a long time, achieved certain results and hoped that in the coming time, the Group will be supported in the work of quality measurement standards in the petroleum sector. In addition, Petrolimex is committed to accelerating the process of digital transformation, green transformation and meeting the development requirements of the economy and society.
