The Ministry of Information and Communications (MIC) has just approved Decision 512 on updating the Plan for implementing the Strategy for the development of the broadcasting, television and electronic information sector for the period 2021 – 2025.
Actor Huu Tin was arrested for drug use, and singer Hien Ho was once involved in a scandal for having a romantic relationship with a married man.
Accordingly, from October 2023, artists and key opinion leaders (KOLs) who violate the law, go against moral standards, or have a negative impact on society will have their activities such as broadcasting, performing, and advertising restricted.
The Department of Broadcasting, Television and Electronic Information (under the Ministry of Information and Communications ) stated that the measures to ban broadcasts, internet access, and performances aim to gradually create a healthier online environment and limit negative impacts on society, especially young people.
For the time being, due to the lack of legal regulations, the approach will be to recommend restrictions on broadcasting, reporting, and performing by those who violate the law.
People's Artist Tran Ngoc Giau, writer Y Ban, and actor Minh Tiep shared their views on this issue with Giao Thong Newspaper :

According to the veteran artist, this regulation is necessary but also regrettable for the artistic community. Because resorting to legal action means that the current level of awareness among artists is not high.
"Today, mass media is widespread, and along with it, fan groups are thriving, leading some artists to mistakenly believe they are stars, and to some extent, they have an illusion of power."
It is the excessive and fervent support and adoration from these fan groups that has corrupted and misled celebrities, even though they are not actually stars.
"In my opinion, this situation only occurs with a certain segment of celebrities. Truly great artists and big stars will, by their very nature, know the standards, be humble, and understand how they live for the love and respect of the public," People's Artist Tran Ngoc Giau expressed.
People's Artist Ngoc Giau advised the younger generation of artists to be more cautious about their behavior and words, and to carefully consider their relationships in their personal lives in order to live in accordance with ethics and social norms.
"Living a virtuous life doesn't necessarily mean doing something grand or extraordinary; it simply means conforming to ethics and society. Artists shouldn't feel pressured by this."

Actor Minh Tiep: The proposal to "ban broadcasting" should have been suggested sooner.

"This is a very important task, and I even think that implementing strict measures to make artists more aware should have been done sooner. The cultural and artistic field should be an environment that values culturally appropriate products, behavior, and speech from artists."
This also contributes to shaping the cultural values of the public, especially young fans.
Having studied in South Korea – a country with a highly developed culture and entertainment industry – I observed that artists face public backlash simply for throwing cigarette butts on the street, artists who speak untrue about their homeland are never allowed to return, and even younger artists respectfully bow to older artists upon seeing them...
Recently, many artists have violated ethical standards but still remain carefree, laughing and posting cheerful photos on social media without any explanation or apology to their audience. I don't understand where their sense of shame and self-respect has gone.
"I hope that in the future, these regulations will be specifically codified in the Law to collectively move towards a healthier, more positive, and more professional culture," actor Minh Tiep expressed.
Writer Y Ban: Specific regulations are needed.
Similarly to the views of People's Artist Tran Ngoc Giau, actor Minh Tiep, and writer Y Ban, Vice President of the Hanoi Writers Association, also support the regulation restricting broadcasting, performances, and advertising of celebrities who violate the law, engage in behavior contrary to traditional customs and morals, and have a negative impact on society.

However, the female writer argues that when restricting or banning celebrities from appearing on screen due to their controversial private lives, more specific regulations should be put in place.
"We need specific regulations defining what constitutes an ethical violation or a scandal? What specific violations are defined?"
If someone violates the law, and there is a conclusion from the authorities, then broadcasting bans or restrictions are inevitable.
Without specificity, it can be very subjective. For example, if I hate someone, what if I say they violated the rules and ban them from broadcasting?
If that were the case, it would stifle talent and push some people into a "dead end." Let's see, are there still many artists who are completely devoted to their profession these days?
Furthermore, in recent times, many artists have been involved in excessive advertising, creating scandals about their private lives and charitable activities... Therefore, if this proposal can be concretized, it will limit such incidents," writer Y Ban suggested.
Recently, many artists and celebrities have engaged in illegal and unethical behavior, making inappropriate statements...
A typical example is the case of actor Huu Tin, who was arrested in June 2022 for illegal drug use. At the police station, Huu Tin confessed to being addicted to drugs for nearly three years. On average, he used ecstasy pills once every two months.
The District 8 People's Court (Ho Chi Minh City) has just scheduled the trial of Huu Tin on April 28th for the crime of "organizing the illegal use of narcotics".
Singer Hien Ho once caused controversy due to a scandal involving an affair with a married man. The female singer apologized to the audience and temporarily suspended her activities for 6 months. Despite calls for a boycott from the audience, she started singing again in September 2022.
