Early completion of procedures and documents for auction of the Commercial Residential Area South of Palm Oil Park
Standing Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong has just directed the plan to create a land fund to serve the auction of land use rights at the Commercial Residential Area project south of Co Dau Park.
Accordingly, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong requested relevant agencies and departments to urgently coordinate to soon complete procedures and documents for auctioning land use rights at the Commercial Residential Area project south of Co Dau Park.
In particular, the Department of Planning and Investment of Quang Tri is assigned to review and adjust the investment policy approved in Decision No. 1898/QD-UBND dated July 31, 2024 to ensure that the project can connect to infrastructure and meet the auction conditions, with the completion time of this work in October 2024.

Regarding the implementation capital, Standing Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong agreed on the capital advance plan from the Provincial Land Development Fund according to Decree No. 104/2024/ND-CP dated July 31, 2024 of the Government and assigned the Provincial Land Fund Development Center to preside over the development of the capital advance plan, coordinate with the Department of Finance to complete related procedures.
Regarding the Department of Natural Resources and Environment, Vice Chairman Ha Sy Dong assigned the Department to take the lead in advising the Provincial People's Committee to recover the land area and assets on the land that Huu Nghi Tourism Company Limited voluntarily returned (including the expected additional land area), as well as recover the planned land area of Dien Bien Phu Street to ensure that the project is eligible for auction. At the same time, the Department of Finance will advise the Provincial People's Committee on the plan to handle assets attached to the land returned by the enterprise.
Regarding the project connection to Dien Bien Phu Street, Permanent Vice Chairman of Quang Tri Provincial People's Committee Ha Sy Dong assigned the Provincial Land Fund Development Center to research and propose a connection plan as well as provide information to investors when participating in the auction; at the same time, assigned the Department of Transport to be responsible for guiding the winning investor to carry out the necessary procedures for the connection point according to regulations.
Regarding the Oil Palm trees in the project area, Vice Chairman Ha Sy Dong assigned the Land Fund Development Center to coordinate with the People's Committee of Dong Ha city and the Department of Agriculture and Rural Development to conduct a survey and develop a plan to relocate trees with good growth potential.
“The auction of land use rights at the Southern Commercial Residential Area project of Co Dau Park is one of the key tasks of the province. Through this, Quang Tri province expects to attract strong investment, renovate and develop the urban area in a synchronous and modern direction, creating architectural highlights for the area. This project not only contributes to improving the landscape but also creates resources for local socio-economic development,” Mr. Ha Sy Dong emphasized.
Previously, as reported by Electronic Investment Newspaper - Baodautu.vn , at the end of July 2024, the People's Committee of Quang Tri province approved the investment policy of the Commercial Residential Area project south of Co Dau Park through the form of land use rights auction according to the provisions of the Land Law.
The project has a preliminary total implementation cost of 446,905 billion VND (excluding compensation and resettlement support costs); total land use area of about 4.93 hectares, implementation location in Dong Luong ward, Dong Ha city.
The housing product structure of the project includes: townhouses (53 units); villas (28 units); land for housing construction (102 lots). In addition, the investor is responsible for investing in completing technical infrastructure including leveling, roads, drainage, water supply, electricity supply, and trees according to the approved detailed planning. The project has a population of about 732 people; the expected implementation progress is from 2024 to 2027.
