Regarding the content of the exam, the Ministry of Education and Training affirmed that it did not exceed the requirements of the 2018 GeneralEducation Program. The ratio of thinking levels (related to difficulty) closely followed the published reference questions; had differentiation and was based on testing results in 3 regions.
Regarding some information about difficult exam scores, especially for Math and English, the Ministry of Education and Training said that there could be many reasons. "However, we need to wait until the exam results are available to determine clearly," the Ministry of Education and Training's report stated.
According to the Ministry of Education and Training, although the exam format and direction for adjusting exam questions have been announced since 2023, due to the new exam format structure, it is inevitable that teachers and students will be confused with this year's exam.

Deputy Minister of Education and Training Pham Ngoc Thuong emphasized that the exam marking must accurately reflect the test results of candidates, and at the same time, recognize their efforts and attempts.
Mr. Thuong requested to ensure consistency and standards in the marking process, with the spirit of putting the interests of candidates first.
Graduation recognition scores from 2025 include the scores of the subjects the candidates take the exam (accounting for 50%); the average score (GPA) of the years of high school (accounting for 50%) and priority points and incentive points, if any.
The formula for calculating graduation recognition scores in 2025 is as follows:

Candidates who are eligible to take the exam, have not been disciplined to have their exam results canceled, all subjects achieve above 1 point (on a 10-point scale) and have a graduation score of 5 points or higher will be recognized as graduating from high school.
According to the plan, the Departments of Education and Training and high schools will complete the recognition of high school graduation no later than July 18.
Departments of Education and Training will announce high school graduation results no later than July 20.
Units will print and send exam result certificates to candidates no later than July 22.

In 2025, there will be 1,165,289 candidates registered to take the high school graduation exam, an increase of 93,894 compared to 2024 (1,071,395 candidates). Of which, 97.71% (1,138,579 students) will take the exam under the 2018 General Education Program; 2.29% (26,711 students) under the 2006 General Education Program.
