Links in the agricultural sector are still loose, value chains are ineffective.

On August 3, Business Magazine and the Vietnam Cooperative Alliance organized a Forum on Regional Linkages in Economic Development to promote local strengths.

According to Mr. Nguyen Van Thinh, Vice President of the Vietnam Cooperative Alliance, by the end of June 2023, the country had 30,425 cooperatives and 120,983 cooperative groups, including 76,456 agricultural cooperative groups. Regional linkage will help cooperatives and cooperative groups operate more effectively and benefit from scale.

However, in reality, regional linkages still have many shortcomings and limitations. Nationwide, 2,038 linkage chains have been built since 2018, accounting for 29.43% of the total number of linkage chains with 1,250 participating agricultural cooperatives.

The cooperation and linkage between localities in the region are still isolated, not fully exploiting and promoting the potential and strengths of each locality. These limitations have reduced the effectiveness and efficiency of regional linkage activities. In addition, there are not many regional linkages in supporting cooperatives to form industry clusters.

Dr. Vu Manh Hung, Director of the Department of Agriculture and Rural Development (Central Economic Commission), acknowledged that the major challenge today is that although economic linkages in the agricultural sector have improved, they are still quite loose, the value chain is ineffective and there is a lack of collective action. This requires overcoming limitations and affirming the real role of economic linkages in the agricultural sector.

The solutions proposed by Dr. Vu Manh Hung are to continue promoting land accumulation for agricultural production and building large-scale field models; to promote the role of the State in building and developing industry linkages, especially developing key products that lead and attract other activities to develop; to focus on promoting and mobilizing cooperatives and farmers to voluntarily link together on the basis of common interests. In particular, it is necessary to pay attention to and attract businesses and cooperatives to act as the core of linkages to build agricultural value chains.

Representatives of units attending the Forum proposed many contents to promote regional linkages towards knowledge economy, green economy, environmental protection, access to the 4th industrial revolution, develop industries with high technology content, create great added value, promote the dynamism of industrial parks according to the new growth strategy.

In order for the above goals and requirements to become reality, in the coming time, it is necessary to create an information channel to promote the linkage of local authorities in the region, contributing to improving regional competitiveness, mobilizing diverse resources to support regional linkage activities and projects, taking advantage of internal and external resources of localities in the region, ensuring sustainable socio-economic development of the region; organizing propaganda, raising awareness, and renewing the thinking of relevant cadres, civil servants, and public employees about the benefits of regional linkage...

In addition, effective regional linkage requires the establishment of common databases and electronic information on key products of the provinces in the region, requirements on scale, processes, quality standards towards prices and product standards.
