The People's Committee of Hoa Binh province recently issued Official Dispatch No. 1938 on strengthening the management and control of real estate price fluctuations in the province.
According to the dispatch, the People's Committee of Hoa Binh province assigned the Department of Construction to review real estate business activities of enterprises, investors, real estate trading floors, and real estate brokers in the province, especially in areas, projects, and apartment buildings with unusual price increases.
The Department of Construction grasps the situation and causes of price fluctuations of each type of real estate; project investors are eligible to mobilize capital according to regulations to ensure transparency of market information to prevent fraud, deception and scams in real estate business.
This Department is also assigned to regularly monitor, grasp the situation, inspect and strictly handle real estate project investors who transfer land use rights, change land use purposes, and divide and sell plots of land in violation of the law.

The People's Committees of districts and cities are assigned to inspect and control the activities of buying and reselling real estate that has been transferred many times, especially land in technical infrastructure areas with subdivided lots that have abnormal price increases causing disturbances to the "virtual fever" of the market.
At the same time, assign these agencies to inspect, examine, and take measures to correct acts of price inflation, price manipulation, speculation, and handle violations of land laws and related laws according to their authority.

The provincial police are assigned to coordinate with relevant authorities to inspect and supervise real estate transactions, ensuring compliance with the law. Detect and strictly handle acts of "price inflation" and real estate speculation, contributing to stabilizing the real estate market.

The People's Committee of Binh Phuoc province requires relevant units to take measures to strictly manage the construction of houses for people in land use right business projects with technical infrastructure in the form of dividing plots and selling land according to the provisions of law, avoiding the situation where people leave land empty, carry out speculative acts, buy and sell by hand, "inflate prices" causing disturbances in real estate market information.
The Department of Construction shall preside over and coordinate with relevant units to inspect, grasp the situation, and clarify the causes of price fluctuations of each type of real estate such as individual houses and residential land in the province in the recent period; proactively propose regulatory measures to ensure the market develops stably, healthily, and sustainably.
The Provincial Police, the Provincial Inspectorate and relevant departments and localities shall review or direct relevant agencies and units to review the organization of land use rights auctions in the area to ensure compliance with the law; promptly detect and strictly handle violations of legal regulations in land use rights auctions, and prevent acts of taking advantage of land use rights auctions for personal gain and disrupting the market.
Previously, a series of localities such as Hanoi, Thanh Hoa, Nghe An, Ha Nam, etc. requested a review of land auction activities and unusual price increases in the real estate market.
